MAJORITY of Filipinos continue to trust the Philippines’ strategic allies – the United States and Japan – and mistrust the “friends” of President Duterte, China and Russia, the December 14 to 21 fourth quarter Ulat ng Bayan survey of Pulse Asia showed.
Pulse Asia said its survey, which involved 1,800 adult respondents nationwide with a +2.3 percent margin of error, was conducted after the November 20 to 22 state visit of Chinese President Xi Jinping to the Philippines and signing of about 30 agreements and letters of intent between the Philippines and China; and the US turnover of the Balangiga Bells to the Philippines on December 12, among others.
The survey group added it was done at the time the Senate was conducting its investigation into the influx of undocumented foreign workers, particularly Chinese and the raids conducted by the National Bureau of Investigation (NBI) that led to the arrest of Chinese online gambling workers.
Presidential spokesman and concurrent Chief Presidential Legal Counsel Salvador Panelo said the latest Pulse Asia survey is not reflective of the swaying powers or influence of Duterte on the public.
“Not necessarily, it takes some time for people to accept certain changes that they are not used to it,” Panelo said.
The President, at the start of his term, said he is pushing for an independent foreign policy wherein the Philippines would reach out to all nations regardless of their proximity to the country or their political persuasions to become less dependent on long time allies like the US and establish
friendship to other nations like China and Russia.
“It’s understandable for Filipinos to feel that way. We have been used to the States being our ally.
But maybe as we go along and we see the sincerity of China with respect to agreements between the two countries, they might change their views,” Panelo said.
The results showed that majority of Filipinos said the Philippines should extend at least a fair amount of trust to the US or 84 percent (up from 79 percent in March 2017) , Japan with 75 percent (unchanged), Australia with 72 percent (up from 69 percent), and United Kingdom with 57 percent (up from 53 percent).
Only 45 percent (up from 42 percent) and 39 percent (up from 37 percent) said a fair amount of trust should be extended Russia and China, respectively.
Pulse Asia said while there was an improvement in trust and distrust ratings of China, majority of Filipinos still said not too much trust to no trust at all should be extended to China (60 percent down from 63 percent), and Russia (54 percent down from 56 percent).
The US (16 percent down from 20 percent), Australia (27 percent down from 30 percent) and UK (450 percent down from 44 percent) saw their distrust ratings going down by 3 to 4 points in December 28 from March 2017 while Japan maintained its distrust rating (25 percent).
Pulse Asia said that across geographic areas and socio-economic classes, the majority opinion is that the Philippines should give a great deal or fair amount of trust to the US (74 percent to 94 percent and 81 percent to 96 percent, respectively); Japan (68 percent to 84 percent and 72 percent to 92 percent, respectively); Australia (68 percent to 78 percent and 68 percent to 88 percent, respectively); and UK (51 percent to 75 percent and 54 percent to 75 percent, respectively).
It added that across geographic areas and socio-economic classes, the majority opinion is that the Philippines should not give too much trust or do not trust China (50 percent to 68 percent and 54 percent to 62 percent, respectively).
It also found that except for Mindanao, (54 percent trust, 45 percent distrust) and classes ABC (57 percent trust, 43 percent distrust) and E (54 percent trust and 44 percent distrust), majority of those from Metro Manila (51 percent), Luzon (57 percent), Visayas (59 percent) and class D (58 percent) said Filipinos should give little to no trust at all on Russia.
Pulse also said that 8 of 10 Filipinos trust Association of Southeast Asian Nations (ASEAN) or 82 percent and the Asia-Pacific Economic Cooperation (APEC) or 80 percent while only 16 percent and 17 percent said little to no trust should be given to the international organizations, respectively.
Across geographic areas and socio-economic classes, the majority opinion is that the Philippines should trust the ASEAN (80 percent to 83 percent and 79 percent to 89 percent, respectively), and the APEC (79 percent to 82 percent and 79 percent to 91 percent, respectively).

MAJ. Gen. Gilbert Gapay, the former chief of the Army’s Mechanized Infantry Division, has been named as the acting commander of the military’s Southern Luzon Command overseeing counter-insurgency operations in the Calabarzon, Mimaropa and Bicol region.
Gapay, a member of the Philippine Military Academy class of 1986, assumed command as Solcom chief yesterday in Camp Gen. Nakar in Lucena City. He took over from Lt. Gen. Danilo Pamonag, of PMA class 1985, who has reached the mandatory retirement age of 56.
Gapay was named as MID chief in January 2017. He also served as the Army chief of staff and deputy commander of the AFP’s Eastern Mindanao Command.
AFP public affairs chief Col. Noel Detoyato said Gapay’s appointment papers have yet to be signed by President Duterte, the military’s commander-in-chief.
Detoyato said the military leadership recommended Gapay to be Solcom commander. “He is the topnotcher of his PMA class. He is a very competent administrative and operations officer,” he said of Gapay.
AFP chief Gen. Benjamin Madrigal Jr., who presided over the turnover ceremony, paid tribute to Pamonag, who previously served as commander of the Army’s Special Operations Command.
Pamonag played a key role in the liberation of Marawi City from the hands of the Daesh-inspired Maute Group in 2017 and in the defense of Zamboanga City from rogue Moro rebels in 2013.
“His outstanding leadership and capacity as a military commander were vital in our defense of Zamboanga City, Marawi City, and the Solcom area of responsibility which serves as a gateway to our capital and center of political and economic activity,” said Madrigal.
“On behalf of every soldier, airman, sailor, and marine, I thank Lt. Gen. Danilo Pamonag for his dedicated service and for his tireless work in defending our country against any threat,” Madrigal said.

Army soldiers yesterday figured in an encounter with suspected New People’s Army rebels in Brgy. Banwage, Guihulngan City, Negros Oriental, while barangay residents held a rally condemning atrocities perpetrated and claimed by communist rebels.
No casualty was reported on the government side during the gunbattle that lasted for 20 minutes, Brig. Gen. Ignacio Madriaga, 302nd Infantry Brigade commander, said.
Despite the running gunbattle, Madriaga said that a condemnation rally, which was participated in by Linantuyan barangay residents, was pushed through in the barangay.
Linantuyan barangay residents condemned the killing of CAFGU member Joseph Gabia, a resident in the area, by the NPA two weeks ago, Madriaga said.
Gabia, who was off-duty, was on his way back to his patrol base in Linantuyan after settling a family problem when he was killed by NPA Special Partisan Unit (Sparu) team members.
Madriaga said he believes that the rebels encountered by soldiers of the 94th Infantry Battalion are companions of the SPARU team members behind the summary execution of Gabia.
The Army soldiers, on board a military truck, were on their way to the rally of residents in Brgy.Linantuyan, when they chanced upon the group of communist rebels, estimated to be between five to seven, that triggered a firefight for about 20 minutes.
It had not determined as of press time if the NPA had suffered casualties, Madriaga said, stressing that no ambush had taken placecontrary to reports being circulated on social media.
The military claims that the NPA has killed 19 people in Guihulngan alone since last year.

54 rebel returnees get monetary assistance
A total of 54 rebel returnees, including a political instructor and a vice commander, received financial benefits from the government yesterday.
Mayor Sara Duterte personally distributed the grant, under the Enhanced Comprehensive Local Integration program (E-CLIP) and the city’s firearms remuneration program that reached almost P4.5 million, to the former rebels in a ceremony held at a local hotel.
Each returnee received P50,000 livelihood assistance and P15,000 immediate assistance.
Those who brought their firearms during the surrender also received additional incentives: P25,000 for low-powered and P50,000 for high-powered firearms.
Overall, the national government, through the Department of Local and Interior Government (DILG), released P3.51 million for the livelihood and immediate assistance, while the local government released P975,000 for the firearm remuneration.
The mayor urged the former rebels to put the financial aid to good use.
Duterte who chairs the E-CLIP in the city thanked the concerned government agencies – the DILG, the City Social Services Development Office (CSSDO), the Peace 911, the Philippine Army’s 10th Infantry Division and 1003rd Infantry Brigade and the Davao City Police Office (DCPO) – for contributing to the success of the program.
The mayor assured the rebel returnees of their safety and security through the Armed Forces of the Philippines (represented by the 10th ID and its unit, the 1003rd IB) and the Philippine National Police (represented by DCPO).
Brig. Gen. Ernesto Torres, 1003rd IB commander, said 22 returnees are still completing their ECLIP requirements and may soon be getting their benefits.
Torres said the 27 of the returnees received the payment for the surrendered firearms.
Before getting the E-CLIP grants, Torres explained that the returnees underwent screening processes under the Joint AFP-PNP Intelligence Committee (JAPIC), and further screened by the CSSDO and DILG.
He said the returnees will be trained, assisted and monitored by the government and its units to ensure the sustainability and improvement of their livelihood and well-being, in preparation for their eventual reintegration to mainstream society as productive citizens.
Mayor Duterte said the local government unit is also supporting the returnees with a housing unit in Barangay Los Amigos, Tugbok District.
The returnees will also be listed in concerned government agencies such as PhilHealth, National Housing Authority (NHA) and Department of Social Welfare and Development (DSWD).
The mayor also said that the returnees can also avail of the services of the Kalinaw Village, currently under construction in Barangay Mahayag, Bunawan District. The village is the processing center of the rebel returnees as a venue for orientation, lecture and the likes.
Torres said another batch of returnees is expected to get their benefits under the same program.
“More former rebels are being reintegrated to the mainstream society in the coming months,” he added.
In an interview with the returnees, Ka Princess, a political instructor, said he will use the assistance to put up a piggery.
A native of North Cotabato, he was with the underground movement since 2013.
Last Dec. 21, 45 rebel returnees who surrendered in Davao del Norte, received their financial aid amounting of P2.9 million.

Paquibato area to be declared rebel-free by May - Peace 911

The City Peace 911 aims to declare the whole Paquibato area as insurgency free by May this year as it plans to expand the focus on the 15 barangays in Calinan District.
In an interview at the sidelines of the ECLIP awarding of benefits to the former rebels yesterday at the Grand Men Seng hotel, Elisa Lapina , the spokesperson of Peace 911, said they will meet on Jan. 18 to assess the situation on the ground.
She said battalion commanders have been requesting City Hall to expand the program to the other barangays in Calinan District after seeing first-hand its success in Paquibato.
“Our goal for now in Paquibato by one year of the launching of Peace 911, the 13 barangays of Paquibato will be declared as insurgency free,” she said.“For now we have six already (declared ) and seven more to go,” she added.
The lawyer said they have seen the development of Paquibato District as the communities are very responsive to the programs of Peace 911.
Mayor Sara Duterte-Carpio already has laid down seven programs for children, women, indigenous people, farmers, and faith-based organization.
“It was not yet introduced on the ground because what we did during the first few months of Peace 911 was more on responsive approach because the immediate needs on the ground were being addressed first,”Lapina said.
“We have seen that there is a need for an immediate resolution for the concern on their security, hunger, and then health service, and access to the basic services of the government,” she added.
She said the communities no longer welcome the New People's Army because they realized the city government is sincere in trying to lift them out of poverty.
Lapina also said they received some inquiries from investors but for now they are still preparing the communities so they can absorb the new businesses coming in without being exploited. There's also the issue of the ancestral domain, which means any new investment would require the free and prior informed consent from the tribes.
In a separate interview yesterday, Brig. Gen. Ernesto Torres Jr., the commander of 1003RD Infantry Brigade, said the most members of the Pulang Bagani Command 1 have already been driven away from Paquibato and the rebels are now hiding in the tri-boundaries of Bukidnon, Davao del Norte, and Davao City.
“It is very good that Peace 911 is there,” he said. “The delivery of basic services is being acted which makes the program being credible because the people if very supportive.”
He also said that the local economy has been given a boost with 1,000 IP soldiers earning P30,000 per month while the government militias are earning more than P8,000 per month in addition to a sack of rice.

Patrolling soldiers clashed Tuesday with pro-ISIS fighters in the town of Shariff Saydona Mustapha in the restive Muslim province of Maguindanao in southern Philippines, officials said.
The fighting erupted ahead of a schedule homeland plebiscite in the region, but officials said there was no immediate report of casualties on the side of the militants, who were members of the Bangsamoro Islamic Freedom Fighters or BIFF.
The clash erupted in Inaladan village where civilians tipped off the military on the presence of gunmen carrying improvised explosives.
A military photo released to the regional newspaper Mindanao Examiner shows the recovered improvised explosive and rifles from the dreaded BIFF militants following a clash January 15, 2019 in the southern Maguindanao province.
There were no military casualties and the 6th Infantry Division said soldiers from the 40th Infantry Battalion under Lt. Col. Edgar Catu recovered one improvised explosive, three M14 rifles and one AR18 rifle from the encounter site.
The military has blamed the BIFF for the spate of attacks against security forces and bombings of civilian targets in the Muslim autonomous region. The militant group is also being linked to the deadly New Year’s Eve bombing outside the South Seas Mall in Cotabato City that left dozens of casualties.
BIFF leaders pledged allegiance with ISIS and vowed to fight the Filipino government for the establishment of a strict caliphate in the region composed of Basilan, Sulu, Tawi-Tawi, Lanao del Sur and Maguindanao – the most violent province in the area and stronghold of various pro-ISIS groups.

BUTUAN CITY - Some 160 youths and Indigenous Peoples gathered recently for this year's Regional Youth Leadership Summit held at the Caraga State University (CSU) Gymnasium, this city.
Said activity served as an avenue for the youth leaders to increase their knowledge on how to develop their leadership skills as they will tackle various topics and issues and concerns in their respective community and come up with a plan on how they could contribute in solving pressing issues.
“These trained youths from the different provinces of Caraga region could greatly help in bringing the government closer to the people,” said Roberto Laurente Jr., President of Propelling Our Inherited Nation Through Our Youth (Pointy) Incorporated
On behalf of Dr. Anthony Penaso, president of Caraga State University (CSU), vice president for academic affairs Dr. Rolando Paluga shared to the participants some tips and important skills, which could help the youths become more responsible and productive in their fields.
He emphasized that having the right character in any circumstance and knowing how to communicate well will allow them to overcome challenges.
Also, Brigadier General Franco Nemesio Gacal, commander of 402nd Brigade emphasized that the youths continue to play a vital role in promoting peace and development initiatives not only in the region, but also in the country in general.
“In this summit, the youths will draft their action plan that will respond to the issues and concerns on peace and order, illegal drugs, environment, and other social concerns. We are preparing these youths to become the future leaders of our country,” BGen. Gacal said.
The representatives of Mindanao Indigenous Peoples Youth Organization (MIPYO) from the five regions of Mindanao also joined in the said event, where the 13 members were warmly welcomed by all other participating stakeholders.
The three-day Regional Youth Leadership Summit, which is spearheaded by the 401st and 402nd Brigades of Philippine Army, together with other partner government agencies, is anchored on the theme "Filipino Youth: Future Leaders of the Country."

Isa si Datu Igtudan sa 13 miyembro ng Mindanao Indigenous Peoples Youth Organization (MIPYO) na umiikot sa ibat-ibang rehiyon ng bansa para maipalaganap ang kanilang adbokasiya.
Ngayong nagbalik-loob na siya sa gobyerno, malaya na niyang nakakasama ang iba pa niyang mga ka-tribu sa mga dinadaluhang okasyon sa rehiyon at nakakapaglahok sa mga imbitasyon mula sa national government.
“Sa totoo lang, naging maayos na ang aking pamumuhay nang nagbalik-loob ako sa gobyerno. Nakakasama ko na ang aking mga ka-tribu sa mga meeting para may matutunan din sila. May malaking kaibahan talaga ang buhay ko noon sa bukid at buhay ko ngayon sa MIPYO,” sabi ni Datu Igtudan.
Ayon sa kanya, matagal na daw ginagamit ng NPA ang tribu upang masakop nila ang komunidad nito at magamit ang tribu sa pangingikil ng NPA sa kalapit na lugar, pagpatay ng mga inosenteng indibidwal at maging sa walang saysay na pagra-rally sa kalsada.
Sariwa pa umano sa kanyang alaala ang pang-aabusong ginagawa ng teroristang grupong NPA, maging ang pagkitil ng buhay ng NPA sa ilan niyang mga kamag-anak.
Magsilbing leksyon daw sa ibang kabataan ang kanyang masaklap na karanasan kasama ang mga NPA. May panawagan din siya sa lahat ng kabataan.
“Sa tingin ko, ang maitutulong ng grupo namin ay ang pagkumbinsi sa ibang tribu, yung nakapasok na sa NPA na magbalik-loob sa gobyerno at para naman sa hindi pa nakasama sa NPA ay dapat na mamuhay nang maayos,” dagdag ni Datu Igtudan.

LUNGSOD NG BUTUAN - Isa si Chiary Balinan, 28 taong gulang mula sa Ata – Manobo Tribe sa Davao City at nagsisilbing sekretarya ng Mindanao Indigenous Peoples Youth Organization (MIPYO), ang dumalo sa isinagawang Regional Youth Leadership Summit sa lungsod ng Butuan kamakailan, at aktibong ibinahagi ang kanilang adbokasiya sa mga kabataan upang mapalayo sa impluwensya ng teroristang grupong New Peoples Army at makilahok ang mga ito sa mga aktibidad ng kani-kanilang komunidad.
Ayon kay Balinan, masaya siyang naibabahagi sa kapwa kabataan maging sa ibang sektor ang kanyang mga natututunan mula sa ibat-ibang seminars at trainings na kanyang nadadaluhan sa ibat-ibang rehiyon ng bansa sa tulong na rin ng ibat-ibang ahensiya ng pamahalaan.
Mahalaga umano ang partisipasyon ng mga kabataan sa pagresolba ng ibat-ibang isyung kinakaharap hindi lamang sa rehiyon kundi pati na ng bansa.
“Binuo namin ang organisasyong ito upang magsilbi kaming boses ng mga kabataan dahil kailangan ma-educate din sila, kagaya ng mga kasamahan naming former rebels na bumalik na sa gobyerno at sila’y mga youth. SAN JOSE DEL MONTE CITY -- Philippine Air Force (PAF) seeks to purchase Blackhawk Helicopters from Poland to further improve its capability in territorial defense and rescue operations.
In an interview during the awarding of housing units to Wounded-In-Action soldiersand Wounded-In-Police-Operations at Pleasant View Residences in barangay Graceville, Defense Secretary Delfin Lorenzana said the procurement is part of the Second Horizon of the New Armed Forces of the Philippine Modernization Program along with various military aircraft and vessels.
The planned acquisition of the Blackhawk Helicopters from Poland will replace the cancelled contract of 16 units of Bell 412 EP Helicopters from Canada.
Lorenzana added that PAF has experience in operating Polish-made helicopters since the delivery of the eight units of Sokol PZL W-3 Helicopters in 2012.
Meanwhile, the official disclosed that two units of Cobra Attack Helicopters given by Jordan will be delivered in the next six months.

PIAGAPO, Lanao del Sur -- A total of 104 village peacekeepers were inducted as members of the Barangay Peacekeeping Action Team (BPAT) of Piagapo Municipal Police Station (MPS) on Jan. 10 after completing the skills training conducted by the local Philippine National Police (PNP).
Lanao del Sura Police Provincial Office (LDSPPO) Director PSSupt. Madzgani M. Mukaram and Piagapo Mayor Engr. Ali L. Sumandar led the awarding of certificates to the village peacekeepers who will serve as police force multipliers.
During the ceremony, Mukaram vowed to extend full support to the BPAT graduates as police-community law enforcement partners.
Sumandar, on the other hand, urged them to be united in order to maintain a peaceful community and harmonious peoples’ relation.
The graduation ceremony was also witnessed by Piagapo MPS Acting Chief SPO3 Sirad Manalocon and LDSPPO Community Relations Branch Chief Nelson B. Madivo, who served as the inducting official.
BPAT was created as the primary operators to conduct community-oriented policing and public safety system pursuant to the authority of the National Peace and Order Council (NPOC) and the PNP.
Its functions include mobilization of various sectors of the community in support of keeping peace and order and safety, conduct of crime prevention and deterrence measures to protect the vulnerable sectors of the community, and support the Barangay Justice System, among others.

President Rodrigo Roa Duterte urged Wednesday the communist rebels to give up the armed struggle, saying he would provide land to rebel returnees in Masbate province in Bicol through the Enhanced Comprehensive Local Integration Program (E-CLIP) to attain national unity.
“To the NPA rebels, do not destroy my country. Just surrender to the government and I will give you land, and reform it. I am also willing to provide you housing assistance,” he said in a speech during the “Negosyo Serbisyo sa Barangay” event in Dimasalang town in Masbate.
E-CLIP is the flagship program of the present administration which provides benefits and services to allow former members of Communist Party of the Philippines (CPP), New People’s Army (NPA) and National Democratic Front (NDF) attain social equity.
“The government allocated funds for the programs intended for rebel returnees. It is really unjust that children in far-flung areas learned violence from these CPP-NPA,” the President said.
Through the help of Technical Education and Skills Development Authority and Department of Trade and Industry , Duterte would also provide livelihood assistance especially to aspiring technicians.
Other benefits under the E-CLIP program include financial assistance, education, skills training, healthcare, legal assistance and others through the support of various national and local government agencies.
The government will provide these benefits and services based on the particular needs of the rebel returnees. It is one way of the Duterte administration to have a just and lasting peace in the country.
The President said he envisioned Masbate as a comfortable province for its constituents like his vision when he was the mayor in Davao City.
He also reiterated his warning that he would not stand idly when the country’s policemen are being killed by members of CPP-NPA-NDF.

A member of the Philippine Army’s (PA) 61st Infantry Battalion (61IB) was wounded in an encounter with the New People’s Army (NPA) in Barangay Cabatangan, Lambunao town, Iloilo province at about 5:50 a.m. Monday.
Cpl. Aldrin S. Cablas sustained an injury on his left leg and is currently recovering in a hospital in Calinog town, 61IB commander, Lt. Col. Sisenando Magbalot, said in a phone interview.
He narrated that the troops received information that a group of rebels were on their way to the Citizen Armed Force Geographical Unit (CAFGU) detachment.
“They conducted a combat patrol and encountered the enemies,” he said, adding that it was “really their intention to harass the troops.”
The exchange of gunfire occurred some 400 meters away from the detachment and lasted about 30 minutes.
The more or less 20 rebels are believed to be members of the Baloy Platoon, Central Front led by a certain Carl Teodosio.
Magbalot said on Sunday that government troops also had an exchange of gunfire with an undetermined number of rebels in Barangay Dalije, Miagao.
The battalion commander said the spate of encounters with the communist group is a manifestation that government soldiers are working continuously.
“The information that is provided to us is accurate. Our continuous awareness (campaign) bears fruit and they (community) are giving us information,” he added.

A member of the Philippine Army’s (PA) 61st Infantry Battalion (61IB) was wounded in an encounter with the New People’s Army (NPA) in Barangay Cabatangan, Lambunao town, Iloilo province at about 5:50 a.m. Monday.
Cpl. Aldrin S. Cablas sustained an injury on his left leg and is currently recovering in a hospital in Calinog town, 61IB commander, Lt. Col. Sisenando Magbalot, said in a phone interview.
He narrated that the troops received information that a group of rebels were on their way to the Citizen Armed Force Geographical Unit (CAFGU) detachment.
“They conducted a combat patrol and encountered the enemies,” he said, adding that it was “really their intention to harass the troops.”
The exchange of gunfire occurred some 400 meters away from the detachment and lasted about 30 minutes.
The more or less 20 rebels are believed to be members of the Baloy Platoon, Central Front led by a certain Carl Teodosio.
Magbalot said on Sunday that government troops also had an exchange of gunfire with an undetermined number of rebels in Barangay Dalije, Miagao.
The battalion commander said the spate of encounters with the communist group is a manifestation that government soldiers are working continuously.
“The information that is provided to us is accurate. Our continuous awareness (campaign) bears fruit and they (community) are giving us information,” he added.

CAMP SIONGCO, Maguindanao — Government troops recovered four firearms and an improvised bomb following a brief firefight against Islamic State of Iraq and Syria (ISIS)-inspired gunmen at dawn Tuesday in this province.
Maj. Gen. Cirilito Sobejana, Army’s 6th Infantry Division commander, said the firefight between soldiers of the 40th Infantry Battalion and Bangsamoro Islamic Freedom Fighters (BIFF) gunmen ensued around 4:30 a.m. Tuesday in Barangay Inaladan, Shariff Saydona Mustapha town.
Sobejana said the troops were conducting security patrol “as part of our effort to ensure that the plebiscite is conducted without any interruption,” when they clashed with the group of BIFF gunmen.
The Commission on Elections (Comelec) has scheduled the conduct of a plebiscite on January 21 and February 6 for the ratification of the Bangsamoro Organic Law (BOL) and the inclusion of new territories into the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Sobejana said that concerned residents have also reported to them that gunmen, bringing with them improvised bombs, were seen in Barangay Inaladan prior to the security patrol operation.
He said the troops recovered three M-14 rifles, an Armalite rifle, and an improvised bomb at the clash site.
Sobejana could not say if the rebels suffered casualties but based on information from residents, BIFF gunmen were seen carrying four wounded combatants as they fled.
