The meeting happened at the Presidential Guest House on Monday night, the eve of Duterte's 72nd birthday. ...

Misuari was joined by his wife Tarhata and son Abdulkarim during the meeting.

As of posting time, MalacaƱang has yet to give details on what Duterte and Misuari discussed.

The ideological and political lines determine the conduct of revolutionary struggles and their objectives. This is the reason that one revolutionary group may differ from others. For instance, communist-led struggle always call for the overthrow of existing government, replace its system, as well as those running the state. In the case of MILF, we do not seek to overthrow the government in Manila, change its system, and replace its workers. All what is desired is to allow us freely to exercise our right to self-determination. And clearly that desire for now is overwhelmingly for the establishment of a genuine self-governing and autonomous entity in the Bangsamoro.

It is in this context that we call on the leadership of the NDFP/CPP/NPA in Mindanao to respect the stand of our people, instead of calling us to armed struggle. We urge them to observe the principle of mutual respect in dealing with each other. It is on record that we never criticise your stand on several issues, which we can easily do because your ideology and ours are diametrically opposed to each other. Islam is opposed to everything that is founded on non-belief in the existence of God. But as revolutionaries, both of us have one common enemy, which is oppression.

Islam has settled the issue of belief or unbelief 1,400 years ago during the time of Prophet Mohammad (peace be upon him!). God had decreed in the Quran: “There is no compulsion in religion; unto you your religion and unto me my religion.”

Armed struggle had been the only form of our struggle from 1972 up to 1997, but from 1997 (when peace talks started) up to the passage and enactment of the Bangsamoro Basic Law (BBL) we call this as the political stage of our struggle. Military engagement can only happen if government forces attack us. The third stage, which we call democratic or electoral stage, commences from the passage and enactment of the BBL wherein we seek hold of government through electoral process to the establishment of a normal situation in the Bangsamoro region.

However, while armed struggle is not pursued now, but our weapons are still firmly intact in our hands. Decommissioning of weapons can only take place when the parties sign the Exit Agreement, which means all the agreements of the parties are implemented, as verified and validated by the Third Party Monitoring Team (TPMT) and concurred to by the Third Party Facilitator, and the government and MILF peace panels.

Who are in need of weapons when the Bangsamoro Problem or Question, which the parties seek to answer throughout their 17 long and hard negotiations, are genuinely addressed? Only duly constituted authorities should take hold of these weapons, not by anyone.

More importantly, the MILF believes that dialogues and negotiations are more civilized and practical than continue killing each other. Men and women are fully equipped with reason and conscience to argue and agree on lofty matters that benefit mankind in general.

Additionally, true Muslims never snap out life without justifiable cause. Islam says that who kills someone without justifiable cause is as if he or she kills mankind.

The House of Representatives will give priority to the draft Bangsamoro Basic Law (BBL) once the 21-member Bangsamoro Transition Commission (BTC) submits it to Congress, MindaNews quoting Speaker Pantaleon Alvarez saying yesterday.

Alvarez told MindaNews Sunday afternoon that as soon as the draft is submitted to them, “we are going to schedule (it) for successive committee hearings. We will make it our priority,” he said.

Alvarez is confident the bill will be passed immediately if Pres. Duterte certifies the bill as urgent. “Conservatively, in the House, give me a month or two” to pass it, he said.

On March 27, 2014, the government and the Moro Islamic Liberation Front signed the Comprehensive Agreement on the Bangsamoro (CAB). The agreement provides that the draft BBL submitted by the BTC “shall be certified as an urgent bill by the President but then Pres. Benigno Aquino II did not certify it as ‘urgent’.

The Speaker said he does not foresee major obstacles in passing the Bangsamoro law.

“If there are no objectionable provisions, I think there will be no problem and the fact that the President wants this bill as a model for federal states later on when we … change (the) form of government from unitary to a federal system… it will become a model of all states — I think that would be easier to pass”, Alvarez said as quoted by Mindanews.

Several Moro leaders, non-government organizations and civil society organizations are pushing for the passage of the Bangsamoro law first before the shift to federalism.

Provincial Government of Sarangani tapped Muslim community leaders to heighten its campaign against violent extremism and illegal drugs in its aim to keep the province peaceful.

Violent radicalism and proliferation of illegal drugs are among the security issues being faced by the national and local government agencies.

As an initiative to capacitate the Muslim community leaders to help in the drive, the Office of the Governors hosted Training of Trainers on Values Enhancement and Advocacy on Anti-Radicalism and Anti-Illegal Drugs on March 14-16, 2017 held at Sarangani Highlands Garden in General Santos City.

Engr. Tohami Ibrahim from the Bangsamoro Development Agency and Sheikh Nhorul-am Abdullah of Bangsamoro Communications Network were the resource persons of the activity participated by more than fifty Muslim women leaders, Imams, Asatidz and heads of local Muslim organizations.

Ibrahim handled the lectures on values transformation and application of Islamic values in development. He also tackled radicalism and illegal drugs as menace to society.

The facilitator divulged some manifestations that the Muslim youth are being recruited by the radical groups.

Abdullah delved on faith, its role in developing Islamic values, Islamic values in dealing with stakeholders and the role of Muslim women in community development. As per request of the women participants, he further discussed the rights of women in Islam.

The resource person together with other local Ulama (Islamic scholars) orientated Muslim community members last October and November in the municipalities of Maitum, Kiamba, Maasim, Alabel, Malapatan and Glan on the Islamic perspective on violent radicalism and illegal drugs.

He pointed out that the importance of seeking deeper knowledge on Islam in able to know how the teachings of radical groups differ.

Astads Abdulbayan Laguialam, Project Manager of Madaris for Peace Project under the Office of the Governor, said the participants of the trainers training will be asked to help in the advocacy at the grassroots communities.

Part of the activity was the crafting of plan on how the training participants would carry out the advocacy in their respective target audiences in the province.

Among the initiatives they committed to undertake is to heighten lecture on Ibadaah among the Madaris pupils and inclusion of the advocacy against radicalism and illegal drugs in Khutbah and Da’wah on air. They will also organize forum to re-echo the advocacy in the grassroots communities.

Sarangani Govermor Steve Chiongbian Solon cited the importance of stakeholders’ participation in efforts that will keep the community away from violent radicalism and guard the youth from the proliferation of illegal drugs.

The Christians for National Liberation (CNL) extends its solidarity to all our comrades in the Bagong Hukbong Bayan as we also pay our utmost respect to the revolutionary army of the people on the occasion of its 47th founding anniversary on March 29.

BHB celebrates its 47th founding anniversary amidst an atmosphere of qualms given the realities of continuing poverty and socio-political confusions. The declaration of an ALL-OUT WAR by the Duterte regime unmasked and exposed the real face of Duterte. It makes known his fascist aspect. Even so, the revolutionary armed movement was never moved but remains steadfast and unfaltering in its revolutionary tasks.

Thus, we salute the entire BHB for its unswerving commitment and supreme heroism to bring the revolution to victory, to bring all the tyrants down and to rid the whole country of the last vestiges of monopoly-capitalist.

The CNL commits to support the BHB and the revolution in the best way that we can. We commit to contribute to the ranks of the revolutionary army from the progressive Christian sector which we’ve been doing over the past several years.

Marso 26, 2017. Ikawalo ng gabi ng sinunog ng isang yunit ng New People’s Army ng Henry Abraham Command(HAC) ang 2 Backhoe, 1 Elf at 1 Pison na pag-aari ng Pulsar Construction Company.

Ika-10 ng umaga ng Marso 25, 2017 – pinaabo ng isa pang yunit ng NPA ng Venerando Villacillo Command(VVC) ang 1 backhoe ng Brostan Construction and Development Corporation sa Maddela, Quirino.

Ang dalawang kompanya ay hindi sumunod sa batas ng Demokratikong Gubyernong Bayan (DGB). Ang sinumang lumalabag sa batas ng DGB ay may pananagutan at may katapat na kaukulang hakbang pamamarusa. Na siyang iginawad ng NPA sa naturang dalawang kompanya nitong nakaraang mga araw.

As the AFP intensified its war crimes to “flatten the hills” and “drop bombs,” in close proximity to Lumad and peasant communities in Southern Mindanao, New People’s Army units launched tactical offensives against forward-deployed AFP troops, carried out punitive action on an abusive multinational banana exporter, and released prisoners of war.

On March 23, at around 12 noon, a company of Red fighters from Comval–Davao East Coast Sub-Regional Command ambushed a unit of the 66th IB and seized one M4 assault rifle, one Harris radio and several military backpacks. Five enemy troops were killed.

The 66IB was punished for its indiscriminate aerial bombardment on March 22 that resulted in the destruction of farms and livelihood and the evacuation of hundreds of Mandaya and peasants. After the successful NPA ambush on March 23, the fascist enemy proceeded to launch aerial strike with MG20 attack helicopters and dropped at least four bombs near civilian-populated areas.

Earlier in the day of March 23 at around 9:25 in the morning, Red fighters ambushed members of the 60th Infantry Battalion in Brgy. Cayaga, San Fernando, Bukidnon. Two enemy troops were killed while two were severely wounded. By 1:00 in the afternoon, NPA units from ComVal–North Davao–South Agusan Sub-Regional Command effectively deflected the attack mounted by troops of the 72IB killing one CAFGU member in Laak, Compostela Valley. A Red fighter was martyred in the engagement. No firearm of the NPA was lost during the firefight as the enemy falsely reported.

On March 24, the ComVal–Davao Gulf Sub-Regional Command safely released its prisoners of war CAFGU members Rene C. Doller and Carl Mark L. Nucos to their families and peace advocates in Brgy. Don Salvador, Mati City. The release was carried out as goodwill for the continuation of the peace negotiations between the NDFP and GRP.

On March 25, Red fighters gutted three container vans of the abusive DOLE-Stanfilco in Brgy. Cambagang, Maragusan. The action shows the revolutionary movement’s support for workers’ struggle for job security and protection against capitalist exploitation. More than 500 workers were illegally terminated by the company and its cohort labor-only contractor without payment for length of service.

As the NPA in the region welcomes the positive development in the peace negotiations, Red fighters will remain vigilant in active defence against bullheaded combat and civic military operations of the AFP. A possible ceasefire declaration shall not be allowed to enfeeble the people’s army in carrying out its duties to protect the People’s Democratic Government and in defending the masses against the AFP’s fascist and pacification campaign in the course of the negotiation.

The Philippine Navy with its Gregorio del Pilar-class frigate BRP Andres Bonifacio (FF17) has participated in international maritime exercise in Malaysia. The maritime exercise, LIMA 2017 Sea Exercise (LSX) was conducted March 26 off an island near Langkawi, Malaysia.

The maritime drills was conducted as part of Langkawi International Maritime Aerospace (LIMA). LIMA is one of the most influential exhibitions in Asia since this is a dedicated maritime and aerospace exhibition for defense, civil and commercial aviation, shipbuilding and ship repair.

The Philippines and Japan governments are now in talks for the possible transfer of Bell UH-1 Iroquois ‘Huey’ helicopter spare parts from Japan military for the use of choppers of same class in Philippine Air Force service, Defense Secretary Delfin Lorenzana said today, March 27.

This is as Philippine Navy receives 2 TC-90 aircraft from Japan Maritime Self Defense Force.

Secretary Lorenzana also confirmed three more TC-90s are scheduled to be transferred to the Philippines within this year and the next, helping boost the Navy’s patrol and disaster response capabilities.

These transfers are under the Agreement Concerning the Transfer of Defense Equipment and Technology signed by Japan Ambassador to the Republic of the Philippines Kazuhide Ishikawa and former National Defense Secretary Voltaire T. Gazmin February 29, 2016.

Two of the 3 Multi-purpose Attack Crafts (MPAC), with provisions for missile armament, will be delivered by the third quarter of this year. This was confirmed by Philippine Navy spokesperson Captain Lued Lincuna in an interview with the Philippine News Agency Tuesday.

“These two MPACs will be delivered by this third quarter and will have provisions for missile armament,” he added in Filipino. These MPACs are the so-called Mark IIIs and far more advanced and capable that the earlier ordered Mark Is and IIs currently in service. The Navy is operating around six gun-armed MPACs as of this posting.

Mark IIIs will be armed with the Israel’s Rafael Advanced Defense Systems Ltd’s Spike ER (extended range) in anti-ship mode. It is capable of penetrating 1,000 mm (39 inches) of rolled homogeneous armor and has a maximum range of five miles.

Rafael is also providing Mini-Typhoon Remote Controlled Weapon Station for MPAC Mark III. Mini-Typhoon has a variant which incorporates a machine gun and surface-to-surface missiles.

MPAC Mark IIIs have provisions for remote weapon system for 12.7mm Heavy Machine Gun M2HB; missile launch system and its respective remote operating console inside the craft. MPAC Mk III also have provisions for two M60/7.62mm Light Machine Gun. These MPACs will also be capable of storing 2,000 rounds for 12.7mm, 4,000 rounds for 7.62mm and 10 canisters of surface-to-surface missiles.

Filipino shipbuilder Propmech Corporation and Taiwanese builder Lung Teh Shipbuilding Co. joint venture is building the MPACS, while Rafael will provide the weapons system.

The PN’s missile-armed MPACs, of which three are in the pipeline, has a contract price of PhP268,880,000 for the attack crafts, and PhP 594,319,550 for Weapons System and Missiles.

The contract includes mission essential equipment. Mission essential equipment includes day/night electronic navigation systems, communication suites, safety-of-life-at-sea, propulsion system and seamanship and ship-handling gears.

A Senate bill seeks to criminalize membership in any local or terrorist organization.

Senator Gregorio Honasan II filed Senate Bill 1396, declaring as unlawful any membership in any terrorist group outlawed by the Philippines or designated as such by the United Nations.
 
In filing the measure, Honasan said terrorism remains one of the most serious threats to international peace and security.

"In order to strengthen our law enforcement arsenal against this evil, this bill seeks to penalize any person who becomes a member or manifests his/her intention to become a member of any terrorist organization," Honasan said in his explanatory note.

The bill states that: "It shall be unlawful for any person to knowingly become a member or manifest his/her intention to become a member of any Philippine court-proscribed or United Nations Security Council-Designated Terrorist Organization," including the Abu Sayyaf and the Islamic State, also known as ISIS, ISIL, or Daesh, among others.

Those found guilty shall suffer the penalty of reclusion perpetua or imprisonment for at least 20 years to 40 years.
 
The bill also states that no person shall be convicted of any of the crimes "unless on the testimony of at least two witnesses to the same overt act or confession."

ISIS links in Mindanao

No counterpart measure has been filed with the House of Representatives. But Quezon City Representative Winnie Castelo has filed resolutions urging the House committee on public order to investigate the establishment of ISIS networks in Mindanao.

Documents obtained by Rappler show that a Filipino millennial was among those who beheaded a Caucasian in an ISIS video released in June 2016.

ISIS has also called on its followers in Southeast Asia to fight for the terror group either in Syria or in the Philippines.

There is growing concern that ISIS militants in Syria could look for refuge in Southeast Asian countries as the terrorist group continues to lose ground in the Middle East.

In January, Philippine Defense Secretary Delfin Lorenzana claimed ISIS made direct links with Abu Sayyaf senior leader Isnilon Hapilon to look for a suitable area for a caliphate in Mindanao.

Hapilon also reportedly linked up with the Maute brothers in Central Mindanao.

The Philippine military has stepped up its offensive against the Abu Sayyaf, setting a deadline to significantly weaken the local terrorist group by the end of June 2017.
