FORT MAGSAYSAY, Nueva Ecija — The commander of the 7th Infantry (KAUGNAY) Division, Philippine Army, Major General Andrew D. Costelo PA, reiterated their support and protection of the rights of the Indigenous People and the preservation of its Ancestral Domain.

On February 25, Chairperson Allen A. Capuyan of the National Commission on Indigenous People (NCIP) at the same time Executive Secretary of National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) conducted an Inter-Agency Ancestral Domain Visitation and consultation to the Bugkalot and Dumagat Tribe at Brgy Pelaway, Alfonso Castaneda, Nueva Viscaya.

The activity was attended by 703rd Infantry (AGILA) Brigade, Deputy Brigade Commander, Colonel Allan Jose Taguba, and Lieutenant Colonel Enrico Gil C Ileto, Commanding Officer 84th Infantry (VICTORIOUS) Battalion along with other government local and national agencies.

During the consultation, Secretary Capuyan expressed the need for unified action by the community through their customary laws in engaging all kinds of issues affecting their rights. Resolving conflict through restorative justice rather than through legal remedies where penalties are imposed.

The Secretary also urged the Bugkalot & Dumagat ICCs/IPs community to be united and act as one for them to have a formidable foundation in facing the challenges and be resilient against the threats and exploitation. In addition, he also articulated the 11 Building Blocks of a resilient IP community.

Meanwhile, Colonel Taguba, in his remarks, emphasized the Army’s support for the protection of rights of every Indigenous People (IP) and the preservation of Ancestral Domains.
