ILIGAN CITY, May 26 (PIA)-- Lanao del Norte Governor Imelda "Angging" Quibranza-Dimaporo highlighted the accomplishments of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) in strengthening the government’s efforts to combat communist insurgency and other armed conflicts.

Speaking at the Provincial/HUC Levelling Session on EO 70, Dimaporo emphasized the crucial role of local government units (LGUs) and local task forces in the quest for inclusive and sustainable peace and development.

“As a local government unit, we strive to contribute to the intents of EO 70. Being at the frontline, the LGUs indeed play a vital role in the whole-of-nation approach of President Duterte to achieve inclusive and sustainable peace," Dimaporo said.

She cited that the province and its 22 municipalities passed Sangguniang Panlalawigan and Sangguniang Bayan resolutions declaring communist terrorist group (CTG) persona non grata.

Functional ELCAC committees for the municipalities of Kapatagan and Lala were also established. In addition, LGUs Kolambugan and Tangcal forged a memorandum of agreement for inter-local cooperation for peace and development.

Dimaporo said the provincial government transferred funds to LGU Tangcal for the construction of a 2-storey, 4-classroom building in Brgy. Berwar where the PTF-ELCAC was launched. DILG Lanao del Norte also turned over the construction of a potable water system at the said barangay to the LGU.

Moreover, the provincial government provided augmentation funds to LGU Kapatagan for the conduct of retooled community support program and ELCAC-related activities. It also provided a scholarship program, livelihood assistance, and cash-for-work to qualified residents of Brgy. San Isidro.

LGU Kapatagan, on the other hand, facilitated the return of former rebels (FRs) to the fold of the law. As such, the LGU was identified by the provincial government as a priority recipient of a housing project for FRs.

"Three FRs received final assistance from LGU Kapatagan amounting P15,000 each. These FRs are now employed as job order workers in the municipal government and were endorsed to DSWD-10 as priority recipient for 4Ps and other social protection programs," Dimaporo said.

The Governor also shared that the three FRs received P346,000 as firearms remuneration and P260,000 immediate and livelihood assistance. Furthermore, DTI has allotted livelihood kits for the FRs as well as slots for the conduct of entrepreneurship seminars.

Meanwhile, the PTF-ELCAC passed a resolution requesting the DILG through the National Barangay Operations Office to facilitate the allotment from DBM for the construction of a halfway house in the province to serve as a temporary shelter for FRs as they prepare to return to the mainstream society.
