The death of two swine traders who were killed on Tuesday in Brgy. Magsaysay, Guihulngan City, Negros Oriental, brought to five the number of civilians murdered by the New People’s Army since last month in Negros Island, which is a clear violation of the Anti-Terrorism Law, Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, said yesterday.

Pasaporte said the two victims identified as Jimmer Fundador and Romeo Dungo-an, of Brgy.Pacuan, La Libertad, Negros Oriental,
were on their way to Himamaylan City from Guihulngan City on board two motorcycles when they were waylaid and shot by NPA rebels.

Three days earlier, he added, a certain Neil Vargasa was also shot dead by communist rebels in Brgy. Sandayao, Guihulngan City.

The two other victims of NPA summary execution activities in Himamaylan City, Negros Occidental were Randy Rociana and Joelito Hilacion, whose deaths were both claimed by the NPA, Pasaporte said.


Such killings of innocent civilians by the terrorist group, and the use of disproportionate and indiscriminate force in an armed conflict, is a direct violation of the international humanitarian law, he also said

Pasaporte stressed that these are blatant violations of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Pasaporte recalled that Army Cpl. Mark Anthony Quiocson was also waylaid and murdered by the NPA in Brgy. Luz, Guihulngan City, on July 1.
Based on the reported series of killings and murders of innocent civilians in Guihulngan and Himamaylan cities, the Anti-Terrorism law was clearly violated by NPA members, Pasaporte added.

He also said that the Anti-Terrorism Law, which is now in effect, will further bolster its core intent to protect life, liberty, and property from terrorism, and to condemn it.
