The Philippine Navy (PN) has installed a major general and a rear admiral as its new vice commander (VCom) and chief of naval staff (CNS), respectively, following the assumption of Rear Adm. Allan Cusi as the new superintendent of the Philippine Military Academy (PMA).

Vice Adm. Robert Empedrad, Navy Flag Officer in Command, presided over the joint turnover of command ceremony between Cusi and Maj. Gen. Dante Hidalgo as the new Navy vice commander (VCom) at the PN headquarters in Manila on Friday.

Cusi, who was transferred to the top PMA post after the resignation of Lt. Gen. Ronnie Evangelista due to the hazing death of Cadet 4th Class Darwin Dormitorio, held the VCom post in an acting capacity for a month while also serving as the commander of the Naval Education, Training and Doctrine Command (NETDC).


Prior to this, Hidalgo served as commander of the Naval Reserve Command.

Cusi and Hidalgo are both members of PMA “Sinagtala” Class of 1986.

Meanwhile, Commodore Rey Dela Cruz became the new Chief of Naval Staff (CNS).

He took over from Rear Adm. Loumer Bernabe, who was designated as the new commander of the NETDC.


Dela Cruz served as the commander of the Littoral Combat Force before getting the new assignment.

Dela Cruz and Bernabe are “mistahs” or classmates from PMA “Hinirang” Class of 1987.


The VCom and CNS posts are two of the highest positions in the PN organization next to the Flag Officer in Command.

The VCom acts as the principal assistant of the Navy chief in decision making process and policy formulation and implementation while the CNS administers all members of PN staff in the accomplishment of the respective missions.

Empedrad underscored the importance and timeliness of the turn-over of duties and responsibilities as he said: “it is but proper that we put the right person at the right job.”

The Navy Chief further vouched for the senior officers whose “credibility, credentials, integrity, and expertise make them deserving to occupy their respective posts.”
