ARTECHE, EASTERN SAMAR — Arteche town organized its Local Task Force End Local Communist Armed Conflict (ELCAC) on October 10, 2019.

All 20 barangay chieftains, local department heads, the Sangguniang Bayan, the police and the army were present in the event.

PAMANA Regional Manager Imelda Bonifacio shared the salient features on the operationalization of the Executive Order Number 70 , institutionalizing the whole-of-nation approach in attaining an inclusive and lasting peace.

Bonifacio also shared the 12 different clusters of the Task Force enjoining the department heads for active engagement.

For her part, DILG Provincial Director Visitacion Giba oriented the TF members about the community support program where she encouraged them to do an immersion especially in the most distant barangays.

"We need to experience their lives to know what they need," she told them.

Sangguniang Bayan Member Adulf Pajanustan said that the most geographically isolated area is Barangay Casidman, an inland barangay reachable by boat for three hours and a trek for another hour.

On August 6, 2019, the Sangguninag Bayan of Arteche passed a resolution condemning the relentless atrocities of the CPP-NPA-NDF and declaring them Persona-Non-Grata.

"Since the establishment of the CPP-NPA, they began to infiltrate some of the remote barangays of the municipality creating not only fear among the community but affecting the livelihood of the people through forced collection of revolutionary taxes from the residents especially the officials who are required to give 20% of the Economic Development Fund of the barangay," an excerpt of Resolution Number 19-04-A read.

So that after a thorough discussion of the rudiments of the task force, the members then decided to organize Task Force End Local Communist Armed Conflict (ELCAC) in Arteche town.

Arteche is a 3rd class municipality with more than 16, 000 population according to PSA Census of 2015. Mayor Rolando Evardone is the chief executive. (nbq/PIA 8-E Samar)
