BUTUAN CITY -- The Police Regional Office (PRO) 13 (Caraga) announced the arrest of a top official of the New People’s Army (NPA) in the region during a joint police and military operation conducted at about 12:30 noon on Thursday.

In a statement, PRO-13 Director, Brig. Gen. Joselito T. Esquivel Jr.,
identified the rebel leader as Virgilio Torralba Lincuna, 68, married, and a resident of Purok 3, Barangay Banza, Butuan City.
Government forces arrested Lincuna at the Unyon ng mga Mag-uuma sa Agusan del Norte (UMAN) office in Purok 3-A, Barangay Tiniwisan, Butuan City.


The arrest was carried out under three arrest warrants issued by a regional court in Lianga, Surigao del Sur dated last May 14, all for attempted murder.

Lincuna, who is also the chairperson of the Kilusang Mayo Uno in the region, was also ordered to post a PHP300,000 bail.

Esquivel said the joint operation was launched after a month of surveillance on Lincuna, allegedly the secretary of the Regional Urban Committee, Regional White Area Committee, and Northeastern Mindanao Regional Committee.

The operation was conducted by a team of the Butuan City Mobile Force Company, Butuan City Police Office - Intelligence Branch, Butuan City Police Station 4, the Criminal Investigation and Detection Group, and elements of the Army's 402nd Brigade.

“This notable accomplishment is attributed to the good relationship between the PNP (Philippine National Police) and AFP (Armed Forces of the Philippines) in the region that resulted in information sharing and collaborative efforts between the government forces,” Esquivel said.

He added that the active support of the community also played a vital role in the success of the joint operation.

“I encourage the community to continue giving your support to our government forces who always ensure the safety and security of the Caraganons,” Esquivel added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
