CAGAYAN DE ORO CITY – To strengthen the campaign against insurgency in Northern Mindanao, a task group of the Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC) X has referred non-military cases to the concerned RTF-ELCAC clusters for appropriate action.
Brigadier General Edgardo de Leon, commander of the Army's 403rd Infantry Brigade and co-chairperson of the Peace, Law Enforcement, and Development Support (PLEDS) task group, says PLEDS is tasked to determine non-military dimensions of communist insurgency which can be referred to the concerned clusters of the Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC) X for appropriate action. Brigadier General Edgardo de Leon, commander of the Army's 403rd Infantry Brigade, said the Peace, Law Enforcement, and Development Support (PLEDS) task group is tasked to determine non-military dimensions of communist insurgency which can be referred to other member agencies of the NTF-ELCAC.
De Leon, who is also the co-chairperson of the PLEDS task group, said member-agencies of the 12 clusters of the RTF-ELCAC are not yet fully aware on the non-military aspects to address insurgency such as socio-economic dimension.
“Kung makikita namin na may kakulangan sa farm-to-market road sa isang lokalidad irerefer namin yun sa task group on infrastructure development, kung meron din kaming nakita na isang komunidad na nangangailangan ng livelihood program, irerefer naming sa task group on livelihood na pinangungunahan naman ng TESDA,” he added.
De Leon said the referral of cases got a positive response from the other clusters during the RTF-ELCAC X Technical Working Group meeting on Friday, August 31.
“Nagkaroon ng enlightenment. Noong nag refer kami ng mga problemang nakuha namin sa mga komunidad, naintindihan nila na totoo palang mayroon silang magagawa para masolusyonan yung mga problema sa lipunan,” he further said.
One of the cases referred by the PLEDS was the conduct of information drive on rebel recruitment in schools.
In response, the Strategic Communications cluster conducted a Talakayan where two former rebels were invited to share their personal experiences on youth recruitment in Northern Mindanao using legal front organizations. (APB/PIA-10)
