The communist rebels' armed unit on Tuesday said it will stage attacks to stop the construction of the controversial Kaliwa Dam project for Metro Manila's water supply.

The New People's Army in Quezon province under the Apolonio Mendoza Command said it will "launch tactical offensives to stop the construction of Kaliwa Dam and all anti-people project of the reactionary government posing as 'development projects.'"

"The Kaliwa Dam project will be stopped and the ancestral lands of the Dumagat and Remontado tribe will be free from environmental destruction," according to the statement of deputy spokesperson Eliza “Ka Eli” de la Guerra.


Various groups earlier launched a nationwide campaign targeting 10 million signatures to urge President Rodrigo Duterte to stop the project, noting that the dam will only negatively impact the environment and indigenous people in the area. Under the project, a 27-kilometer tunnel will connect the water source from General Nakar-Infanta in Quezon province to a water treatment plant in Antipolo-Teresa in Rizal province to supply water to Metro Manila and nearby areas.

Of the $231.59-billion project, $211.215 billion in loans will come from China. There’s a pending petition before the Supreme Court to strike down the government’s loan deal with China, citing the track record of Chinese contractors and their alleged fraudulent and substandard work.

The Duterte government has pushed for the construction of Kaliwa Dam since the water interruptions that affected thousands of residents in some portions of Metro Manila and Rizal last March.

The Communist Party of the Philippines has been waging a five-decade insurgency, the longest-running in Asia.
