Kalinaw News: 75 Former Rebels Receive 3.7 Million E-CLIP Assistance in Surigao del Sur

Bancasi, Butuan City- The Task Force Balik-Loob, together with the provincial government of Surigao del Sur, held this morning, June 14, 2019, the awarding of Enhanced Comprehensive Local Integration Program (E-CLIP) Assistance to 75 Former Rebels (FRs) at Villa Maria Luisa Hotel in Tandag City, Surigao del Sur.

The activity was graced by the National Defense Undersecretary Reynaldo Mapagu as the Guest of Honor and Speaker. The awarding was also attended by Hon Manuel O Alameda Sr – Provincial Governor of Surigao del Sur; Engr Donald A Seronay – Assistant Regional Director of DILG Caraga; Hon Elsa Momo – Provincial Vice Governor of Surigao del Sur; Police Col Francisco G Dungo Jr – Provincial Director of PPO SDS; Col Allan D Hambala – Commander of 401st Brigade; Col Maurito L Licudine – Commander of 402nd Brigade; and other PPOC members of Surigao del Sur and regional offices as members of TFBL.

The 75 FRs, composed of 63 males and 12 Females, of which 38 are also lumads, received a total of P3,740,000.00 financial assistance from the Department of Interior and Local Government (DILG). Each FR recieved Immediate Assistance amounting to P15, 000.00 and Financial Assistance worth P50, 000.00. The Provincial Government of Surigao del Sur also gave P7, 000.00 each while the Department of Social Welfare and Development (DSWD) gave P5, 000.00 each. Mikay, 21, who is one of the beneficiaries, expressed her gratitude to the government and said, “Wala ko nagmahay nga misurrender ko tungod ang akong nadawat karon dakong tabang gyud sa akoa ug sa akong pamilya. Makatabang kini sa paghatag og malinawon nga kinabuhi kanako.” “I did not regret my decision to surrender for what I recieved today will help me and my family. It will help me have a better and peaceful future.”

Likewise, other members of the Provincial E-CLIP Committee also distributed in-kind assistance to FRs such as: Hygiene Kits; Vegetable Seedlings;Assorted Food Packs; and Philhealth Membership Certificates for one (1) year. They were also awarded with scholarship commitments by TESDA in Skills Training and Livelihood Program on HEO: Rigid On Highway Dump Truck NC II, Shielded Metal Arc Welding (SMAW) NC II, Organic Agriculture Production NC II, Animal Production ( Swine) NC II and Driving NC II. This is a result of the recently conducted Profiling and Training-Needs-Analyis (TNA) during the Pre E-CLIP Assistance Program participated by TESDA Surigao del Sur to the FRs on June 12- 13, 2019 at Headquarters, 36IB in Bgry Dayo-an, Tago, Surigao del Sur. USec Mapagu in his speech said, “E-CLIP is here to help you have a better future and assist you in going back to the mainstream society. Our President aspires that through our continuous effort and your help, we will put an end to the Local Communist Armed Conflict in the Philippines and finally, will be able to bring forth peace and development in every community.” “May you become ambassadors of E-CLIP so that your former comrades who are still in the mountains will also be able to avail of the E-CLIP,” Mapagu added.

Col Maurito Licudine, 402nd Brigade Commander, stressed the impact of the convergence of military and civilian entities thru the E-CLIP in the insurgency campaign, “The program is an effective tool in addressing the issues brought about by the CNTs to exploit the people. With the different interventions and our acts together in the same direction, surely, we can defeat insurgency. Hence, we will not stop in reiterating our call for the CNTs to surrender and live peacefully with their families.”

“Fighting cannot solve our problems, it only adds misery and suffering to our people and slow down our development as a country,” Licudine added. Maj Gen Franco Nemesio M Gacal, Commander 4ID, emphasized, ” To those who are still up against the government and fighting for lost cause, we are asking you to avail of the E-CLIP while you still can.” “Choose a better life together with your family and live peacefully. Do it now while the E-CLIP is still being offered. The whole of government is here and ready to help you,” Gacal ended.
