Four long firearms surrendered by former rebels in central Negros were endorsed by the Philippine Army to the Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) in Negros Occidental on Wednesday.
The firearms were presented by Maj. Michael Victoria, executive officer of 62nd Infantry Battalion (62IB), during the turn-over ceremony held at the Negros Occidental Police Provincial Office conference room.
Victoria said the firearms came from three New People’s Army (NPA) members, who surrendered through the battalion based in Isabela town.
These included an improvised 5.56 mm M16, an M1 Garand, a Carbine M1, and a 12-gauge shotgun, along with two rifle grenades and one hand grenade.
Victoria said once a rebel expresses intent to surrender, he or she undergoes a validation to determine if indeed, the said person is a member of the NPA or its Yunit Militia.
“We have a list of legitimate NPA and Yunit Militia members being validated by the DILG to determine if those included are entitled to receive benefits,” he added.
DILG-Negros Occidental provincial director Carmelo Orbista said each surrendered firearm has a corresponding amount and each one will go through cost valuation and then post-valuation.
The firearms will be checked if these can no longer be used, then these will have no monetary value, Orbista said.
Col. Romeo Baleros, police provincial director, said they will coordinate with a supplier to determine the current market value of each firearm and provide such information to the DILG.
“It will be up to the DILG to determine how much they will pay for each firearm,” he added.
The DILG is the lead agency in the implementation of the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP), which entitles a former rebel to receive immediate assistance of PHP15,000; livelihood assistance, PHP50,000; firearms remuneration, PHP12,000 to PHP500,000; half-way house assistance; PhilHealth enrollment and medical assistance; education assistance; housing assistance; legal assistance; and healing and reconciliation initiatives.
The Communist Party of the Philippines and its armed wing, the NPA, are listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
