ILOILO City – This first quarter of 2019 seven members of the New People’s Army (NPA) in Iloilo province voluntarily surrendered to authorities.

They used to operate in the mountains of the municipalities of Calinog, Bingawan, Lambunao, Janiuay, and Maasin, and the adjacent Capiz town of Tapaz, said Lieutenant Colonel Sisenando Magbalot Jr., commander of the Philippine Army’s 61st Infantry Battalion (61IB).

Yesterday, Magbalot presented to Gov. Arthur Defensor Sr. at the Iloilo provincial capitol the firearms that these rebels turned over to the Army upon surrender.

The rebels wanted to live peaceful lives and gladly availed themselves of the national government’s Enhanced Comprehensive Local Integration Program (E-CLIP), said Magbalot.

The E-CLIP included P60,000 livelihood assistance and P15,000 immediate assistance.

Magbalot urged other rebels to come down from the mountains and live peaceful lives. The government would help them start anew through E-CLIP, he stressed.

“Nasa stage kami ngayon ng information dissemination about the E-CLIP. Kahit na may nag-avail na nito, many other members of the NPA are not aware of this government program, said Magbalot.

E-CLIP seeks to provide social equity to former rebels. It offers a wide array of benefits based on the particular needs of the former rebels and their families such as financial assistance, shelter, education, skills training, healthcare and legal assistance through a convergence of various national and local government agencies.

These benefits are not the “end” but rather the means or tools to aid the former rebels while in the process of transitioning into the mainstream society.

The implementation of E-CLIP by provincial E-CLIP committees is being monitored and assessed by Task Force Balik Loob (TFBL), an interagency task force headed by Defense undersecretary Reynaldo Mapagu.

Established pursuant to Administrative Order No. 10 of President Rodrigo Duterte, the TFBL includes the Department of Interior and Local Government, Office of the President, National Housing Authority, and the Office of the Presidential Adviser on the Peace Process as primary members, and other government agencies and instrumentalities that may be tapped to provide additional benefits and services to former rebels.
