The Philippine National Police (PNP) will investigate the improvised explosive device (IED) attack by communist rebels that killed a 10-year-old boy in Northern Samar.

“A full-dress investigation is underway to identify and build a strong case that we will present in court against CPP-NPA (Communist Party of the Philippines-New People's Army (CPP-NPA) personalities responsible in the IED attack,” PNP spokesperson, Col. Bernard Banac said in a statement sent to reporters.

He said Police Regional Office 8 (Eastern Visayas) head, Brig. Gen. Dionardo Carlos, has ordered the speedy investigation of the incident to identify the suspects involved and file appropriate charges against them.

Banac said this latest atrocity by the communist terrorists in Northern Samar is apparently a vain attempt to regain lost ground after a recent series of tactical defeats in Eastern Visayas, including the failed try to lay siege on the town of Victoria and the foiled attempt to overrun its municipal police station last March 28.

“The PNP joins the civil society and the nation in (their) strong condemnation of this act of terror staged by the communist terrorists on Holy Week that killed a 10-year-old Grade 3 school boy in Northern Samar,” he said.

“The PNP assures the public that justice will be served and the suspects will pay for their crime,” he added.

Banac said the PNP remains on full alert as part of the ongoing security preparations for the May 13 polls.

“We will not allow any threat group and the enemies of the state any inch of ground to promote their lost cause and disrupt the May 13 mid-term elections,” he said.

The rebels detonated a landmine near a temporary patrol base of the Army’s 20th Infantry Battalion’s Charlie Company at about noontime on April 17, with the intention to kill soldiers but instead killed the Grade 3 pupil, identified as Armando Jay Raymonde, a resident of Barangay San Jorge in Las Navas town.

Soldiers trained in combat lifesaver tried to revive the boy who eventually succumbed to his wounds.

The government troops were in the area to carry out community support program when the landmine exploded.

The Philippine Army, in a statement issued earlier, lashed out at the communist terrorists for victimizing an innocent child.

“They do not value the lives of civilians, especially children. This unit strongly condemns the atrocities perpetrated by the communist terrorist and will exert our efforts in coordination with the Philippine National Police to bring the perpetrators to justice,” the Army said.

The military also condemned the NPA for using anti-personnel mines in their attacks, which shows disrespect for basic human rights in their disregard for the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
