The Davao Occidental town of Jose Abad Santos has declared the New People’s Army (NPA) as "persona non grata" or unacceptable, condemning the rebel group for its various atrocities.

A municipal council resolution signed by Mayor Jason John Joyce cited the "continued acts of violence, terrorism, violent extremism and other forms of lawlessness, oppression, and harassment of the communist insurgents to the people".

The resolution accused the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), of "constantly violating" the International Humanitarian Law in attacking non-conflict associated civilians, non-military equipment, and non- government facilities and establishments.

“The presence of the CPP-NPA-NDF threatens the economic, social and political stability and the well-being of the province and its populace,” the resolution reads, referring to the National Democratic Front--the rebels' political wing.

Capt. Jerry Lamosao, spokesperson of the Army's 10th Infantry Division, said local government units are increasingly aware of the atrocities of the NPA.

“We would like to remind everybody that the CPP-NPA-NDF with their upcoming anniversary, is on the move to create more atrocities in the areas where they are still present. Rest assured that the 10th ID is ready to prevent them from harassing people,” Lamosao said during Wednesday’s AFP-PNP press briefing here.

“The manifestation that the municipality of Jose Abad Santos declaring the CPP-NPA-NDF as persona non grata is a good start so that the group will be denied on the recruitment opportunity and at the same time perform atrocious plan,” he added.

Lamosao asked the residents to immediately report the presence of NPA members in their area.
