From the Philippine News Agency (Mar 28, 2019): All set for Duterte visit to Cotabato for BARMM launch
All is set for the visit here of President Rodrigo Duterte to lead the launching of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and inaugural session of the Bangsamoro Transition Authority (BTA) on Friday, officials said.
The historic event will take place at the Shariff Kabunsuan Cultural Complex inside the BARMM compound in this city Friday afternoon.
At a news conference, Al-Haj Murad Ebrahim, Bangsamoro government interim chief minister, said members of the BTA will take oath before the Qur'an as vow for moral governance in the region.
"We started the jihad with an oath before the Qur'an and we will also take an oath before the Qur'an as we start our governance," he said.
Ebrahim is expected to submit to the BTA the transition plan that will cover the proposed organizational plan of the regional bureaucracy.
The BTA, by a majority vote of all its members, may approve or otherwise act on the proposed transition plan within 10 days upon submission by the chief minister.
The BTA is composed of 41 members nominated by the MILF and 39 nominees of the national government.
It still lacks four appointees to date and the President is expected to announce them.
Ebrahim said among the BTA agenda will be the adoption of its rules and election of the “wali” (head), speaker, deputy speaker and other presiding officers of the parliament.
Among the assembly priorities are the passage of the Bangsamoro Administrative Code, Revenue Code, Electoral Code, Local Government Code, and Education Code.
Thousands of supporters of the Moro Islamic Liberation Front (MILF) are expected to gather at the venue to observe the inauguration ceremony.
