Albayalde made the statement after the military said that some 300 Maute militants who held Marawi last year for 5 months have regrouped and are planning similar attacks elsewhere.
Some of the rebels are slipping into Metro Manila to carry out bombings, according to Major Ronald Suscano, spokesman for the Army's 1st infantry division.
Police said on Monday that 2 Maute rebels had been arrested near a train station in the crowded Tondo area of Manila.
Authorities are monitoring 70 Muslim areas in Metro Manila where terrorists could hide, said Albayalde.
Muslim leaders, he said, have pledged help to security forces.
The public may report any suspicious activity or persons via text messages to 2286 or 2920.
