THE GOVERNMENT and the Moro Islamic Liberarion Front (MILF) yesterday signed a protocol of cooperation in the fight against illegal drug and related activities in MILF-controlled areas.
 
Department of Interior and Local Government (DILG) acting officer-in-charge Catalino Cuy and Philippine Drug Enforcement Agency (PDEA) director general Isidro Lapena exchanged folders with MILF leaders in the signing.

In his statement, Cuy said the protocol will help them “work properly with our counterpart the MILF.”

Cuy admitted that they “sometimes have difficulties in conducting operation in MILF controlled areas.”

“Sometimes the coordination allows the target to get out from the area that’s why we believe that with the crafting and signing of protocol will be able to efficiently operate with coordination and support from the MILF controlled areas,” Cuy added.

He is hoping that the protocol would help in the improvement in anti-illegal drug operations in the conflict areas in Mindanao.

Atty. Abdul Dataya, chair of MILF’s AHJAG (Adhoc Joint Action Group), said they are very supportive of the drive against illegal drugs.
 
Recognizing the ill effects of illegal drugs and the rampant trading of shabu in the Bangsamoro, the MILF on Oct. 21, 2015 declared the use, sale and proliferation of shabu as Haram (prohibited in Islam).
 
With the war on drugs declared by President Rodrigo Duterte, the MILF agreed to coordinate and cooperate with the government in its campaign against illegal drugs.
 
Series of meetings were conducted between GPH and MILF officers to discuss the cooperation and coordination mechanism in the campaign against illegal drugs particularly in the MILF-controlled area.

The 15-page protocol states that the government agencies that will conduct anti-illegal drug operations in MILF areas should inform not less than 24 hours prior to the conduct of operation the GPH-AHJAG, who should then inform the MILF-AHJAG.
 
The joint AHJAGs should then inform the GPH-MILF Coordinating Committees on the Cessation of Hostilities (CCCH) so misencounter between the security forces of both parties will be avoided.

In case the MILF will operate its anti-illegal drug operations, the same procedure will be observed, and it will conducted jointly with the PDEA thru the Ceasefire Mechanism.

The protocol states that “respect for human rights shall be observed at all time when handling arrested or surrendered drug personalities.”
