This first week of March, the AFP-PNP are back to their old habit of spreading black propaganda against the NPA-Panay. The military is spreading fear by spreading false accusations that the NPAs are attacking sugar centrals, various installations, and going house to house to extort money from residents in San Enrique, Iloilo and other towns of the northern Iloilo province. The AFP-PNP have proclaimed these accusations through Chief Superintendent Aaron Palomar, the spokesperson of the Iloilo Provincial Office.

The AFP-PNP have released this kind of propaganda to portray the NPA as terrorists, especially as they prepare the security for the Association of Southeast Asian Nations (ASEAN) ministerial meeting in Panay. But the truth still stands, it is the military and the PNP that carry out terroristic killings through “Operasyon Tokhang” and through military campaigns in the countryside. Just this February 24, troops of the 61st IB shot and killed two farmers from Barangay (village) Jebaca, Maayon, Capiz. Residents of Brgy. Cabatangan, Lambunao were also forced to evacuate their homes because of the fear caused by troops of the 61st IB who wantonly fired their weapons in the centre of the barrio.

The AFP-PNP in Panay spread these lies and black propaganda in the hopes of covering up their own crimes against the people. This is part of the AFP-PNP’s overall plan to vilify the NPA in the eyes of the public and to trick the people into supporting their unjust all-out war in “Oplan Kapayapaan”. They also want to hide their defeat in the NPA’s tactical offensives in Southern and in Central Panay last February.

We call on the people to expose and resist the Duterte regime’s anti-people all-out war. Just in the month of February, 15 innocent civilians were killed by the state’s security agents in military operations throughout the country. This is the direct result of the all-out war declared by the Duterte regime’s AFP.

The people should broaden their resistance against human rights violations and anti-people campaigns of the AFP-PNP. They should forward the demand to continue the peace negotiations between the NDFP and GRP and promote the democratic interests of the people.

The people and their allied barangay officials should be active in exposing the human rights violations of the AFP-PNP to the public and mass media outlets as well as strengthen their demand for justice for the victims of these violations.
