From the Philippine News Agency (Dec 1): Malacanang appoints civilian as new PNP-IAS Inspector General
The Office of the President (OP) has appointed Atty. Alfegar Triambulo as the new Inspector General of the Philippine National Police-Internal Affairs Service (PNP-IAS).
Triambulo is the Assistant Director for the Inspection, Monitoring and Investigation Services of the National Police Commission (Napolcom) before he was appointed as the new Inspector General of the IAS.
He served in the Napolcom since 1990 and became the Regional Director of Napolcom Region 11.
He also became chairman of the Regional Appellate Board of Napolcom in Region 11 and the National Capital Region (NCR).
He started his government service at the National Bureau of Investigation (NBI) in 1979.
Triambulo said that it is important that a civilian should head the IAS in order to assuage the apprehension of the public that the decisions will be "bias" in favor of the policemen.
He added that he also would like to strengthen the Intelligence Division of the IAS for a more in-depth "internal cleansing" in order to rid PNP of police scalawags.
Likewise, he wanted to obtain an independent "fiscal autonomy" in order to provide more service.
In the present set-up, the IAS reaches up to the provincial level only when the investigation should reach down to the municipal level.
If ever there is a provincial IAS, oftentimes, it only has a single personnel who conducts investigation in 10 to 20 municipalities.
