THE CITY council authorized Mayor Sara Duterte-Carpio to sign an agreement with the Department of Agriculture on the rehabilitation program benefitting former Moro National Liberation Front (MILF) members living here.
 
The item was passed on third and final reading during last week’s regular session at the Sangguniang Panlungsod.
 
The city council committee on rules endorsed the ordinance authorizing Mayor Sara Duterte to sign an agreement with the Department of Agriculture (DA) for the Payapa at Masaganang Pamayanan (Pamana) program.
 
The project allocates P2 million in DA funding in support of the Bangsamoro peace process for the MNLF communities in barangays Panalum and Mabuhay in Paquibato District, and barangays Talomo and Binugao in the Toril District.
 
The Pamana program, according to a copy of the draft MOA, aims to reduce poverty and vulnerability in conflict-affected areas, improve governance and empower communities.
 
The funding will be channeled through the DA’s regional office here.
 
P1 million from the funding will support the agricultural productivity projects in Panalum and Mabuhay; P500,000 will fund projects in Talomo, while the DA will fund another P500,000 in a cross-breed native chicken production project.
 
The DA is mandated to monitor the project to make sure that it is implemented and completed.
 
The city government is tasked to prepare the communities for the project to ensure that they are well-informed about the projects and the core messages of the project.
 
The approval of the city council is one of the requirements of the project, aside from a certification of availability of facilities such as available land if in case the project is an infrastructure project.
 
The city will receive the fund either through an existing trust fund or a new account for that purpose.
