Let me begin by addressing myself to you to your officers, Brigadier General Rolando Bautista, Executive Secretary Salvador Medialdea, Presidential Adviser for Military Affairs Arthur Tabaquero, the men and women of the Presidential Security Group (PSG), ang mga pamilya ninyo pati 'yung mga anak nandito ngayon.

Good evening and I would like to just be --- either short or long --- depende sa takbo ng...You know I am happy to be here. I apologize for not meeting you earlier because you are after all, just like me, working for the government. Kaya lang, I am happy that you secure my person but just the same I would like to caution everybody na I do not cultivate adoration or a personal loyalty. Just remain loyal to the Constitution and I'd be happy, really, just honor the flag. Pareho tayo trabahante lang sa gobyerno at ako'y galing po akong mahirap na pamilya and from the ranks din ako.

I started my career as a special council and that is the position that is lowest in the issuance of the prosecutorial body. Matagal ho ako doon and so mas maganda ang rapport ko sa military pati police because I was at one time in the past a prosecutor. Ako lang po 'yung piskal na-assign sa aming lugar, far away Mindanao, to prosecute the rebels, prosecute the military offenders and the police.

But I like to tell you a very simple story. Lahat nang nagka-kaso sa inyo and it's on record, in the performance of your duty, talagang dinismiss ko talaga. Iyon namang personal ninyo, alam ninyo 'yan, matagal na kayo sa --- that has always been the rule and until now --- if you do your duty in connection with your mandate, do it, at huwag kayong matakot because usually may mga harassment, harassment. But I really do not believe 'yung mga ano...Sometimes it is excessively done but you cannot discount that possibility in the heat of battle.

Wala man kayong...The moments that you enjoy with your family are really the moments of where you forget about the job. 'Pag labay mo --- labay --- pag-alis mo sa bahay [labay is Bisaya], iyong trabaho na tayong lahat, me also. Paabutin ako ng Panginoong Diyos na matapos ako, good, if not then that is actually destiny. Pero ibalik ko lang sa inyo na --- lalo na 'yung labas-pasok kayo sa command eh. But for you who would go out there and fight for our country, the security of our people, you will have my full support.

Kaya itong bagong alitan dito but first itong droga, you have to help us. You have to help the police because we cannot --- well, maintain order throughout the land every inch of the territory, that is impossible. Magsakay ka lang nga ng eroplano papunta dito it's 1:30 jet and that is just how vast the territory of the Philippines is; and I do not really expect that every moment in our lives na magkaroon tayo ng kapayapaan kaagad.

We have this drug problem, it was only after I became a President or I had become the President of the Republic, that nakita ninyo gaano kalawak ang problema.

I was the favorite whipping boy ng mga senador diyan and they built their careers also criticizing me. Well and good, trabaho mo 'yan I do not really...I would not be mad at you if you --- kasi noong ako noong piskal po ako ganun rin eh trabaho ko, trabaho ko, okay lang.

But noong nag-Presidente na ako at inipit ko na ang lahat, lumabas ang totoo. But remember that two years ago, the PDEA came up with a statistics that there are about three million Filipino addicts. Noong ito nang na-Presidente na ako tapos nilargahan ko, sabi ko, "We have to finish this problem because it is threatening our country," with three million addicts, my God. At ang nag-surrender today just about 180. Doon nakita ng Pilipinas na gaano kabigat ang problema natin.

Kaso they started drugs here --- it's the Chinese actually. Tapos noong alam nila na mainit na --- hindi pa nila ako --- long before I became a President, they transferred venues. So they are there our statistics and our intelligence matrix, actually nameless 'yung mga ano...China has provided the profile ngayon na lang kasi nag-open na ako sabi ko na China galing ang mga...And they are using real-time and they are listening to us now I am very sure about that, lalo na 'yung Chinese military.

But I hope they would have the good send really of 'ano ba ito?' Are you there living it that way para magulo ang bayan ko? Are you into it or tulungan ninyo kami? Kasi alam ninyo...Alam nga natin na ganito lang tayo ka-pobre sa ating technical know-how eh lalo na sila and besides nandiyan sila sa bayan nila.

Sabi ko dito 'yung mga sabi ng mga kolumnista, 'yung mga bright-bright diyan 'where's the big fish?' Well, I am sorry to say to you that the big fish is in China. If you want to get an international warrant and go there. But until now, wala talaga tayong magawa but I have to destroy the apparatus and naka-ganun na 'yan eh. At kung hindi ko ubusin dito, the supply and the demand wala talagang mangyayari.

At ako hindi ako nagpayayabang --- were it --- another nanalo, maghirapan ito, mahirapan ang Pilipinas, kung iba ang nanalo, hindi ako magyabang. Well, Davao City is like that because ganun talaga. You go out of my city, I will kill you, period. Why? Because you are destroying my country eh. You are destroying the young of this...Ang mga anak natin hindi na makalabas takot. Magsakay sa jeep, may holdaper.

Tapos 'yung iba pati...Why do you think that I won by landslide sa labas ng mga boto? It's because of insecurity, na 'yung gamit nila ng pera pinaghirapan nila sa loob malulong sa droga ang anak, that's a family dysfunction, by the way. Kaya nakakaawa eh. You know the mother is there, dito ang tatay walang asawa and even may biology magkagulo talaga ang pamilya o 'yung iba dalawang nanay pati tatay. You can just imagine the dysfunction of the family. Maawa ka sa Pilipino.

Adre, hindi ako komunista pero may dimension sa buhay ko socialism ako kasi anak lang ako ng pobre. Nakatikim ako ng --- kami --- and I can remember 1956, na-demolish 'yung bahay namin sa Davao. Well, my father thought that it was a wet land, basa eh. Tapos 'yon pala Mindanao was divided so many years ago dito lang sa Maynila. When they opened up Mindanao, 'o ito pare, may bakante ito,' I cannot blame them for after all at that time when Mindanao was being divided, the Philippines was very big. With 104 million ngayon, ang Pilipinas naging... We are the number 2 sa --- in bulk rate, tapos ang ating economic growth nandito sa baba.

Kaya ako tumakbo kasi nakita ko it was the government itself oppressing the people, bugbog ang tao talaga: permit, lisensiya, lahat na. Every time ang pobre pagdating lagyan pa ng bala, ay nako.

And it was --- puro naman kayo military --- it was Ramos who were there long, long before; and he was pleading and he showed to me. So alam na namin, pati si Ramos, noon pa. Ayaw lang niya but he was sad. Sabi niya he was father of the police tapos ganun ang nangyari [inaudible] So I really cannot, sabi niya 'I need somebody to fix government, you'. Sabi ko, 'Ayaw ko, sir, wala akong pera.' Sabi niya, 'Hindi ikaw. Tumakbo ka na.' I did not file, nagalit siya pumunta sa Davao. Sabi ko, 'Sir, wala akong pera at saka ayaw ko.' Sabi niya, 'presidente, o 'yan. I got it from my friends. You will receive money, run.' Araw-araw tinawagan niya ako napilitan talaga akong mag-substitute. Iyan talaga ang totoo. He is still alive, you ask him.

Alam mo ang problema corruption kasi sabi niya, 'parang ang panahon ko sa pagka-presidency wala akong na-i...' He was not able to introduce anything that is a life changing story for all of us. Ganun...Then kasi kung gusto ko...You know I am addressing to the [inaudible]

I am trying to save lives. Kaya ako I was...I get the ground running offered peace to everybody, to the communist, to the MI, MN. Pero 'yung mga kriminal wala akong --- wala akong ano diyan. I cannot go into itong Abu Sayyaf. Those are the enemies that have to be destroyed. Kaya talagang...Wala, you will have to just destroy them.

Pero for the sake of peace and save lives. You know, we are spending billions and I hate to, you know, sign a paper, noong mayor ako, to buy bullets just to kill a Filipino.

Ito namang komunista kaibigan kami. They are socialist but they are Communist Party of the Philippines. I am just socialist in my dimension kasi anak ako ng mahirap. I hate government and anyone oppressing the people.

Tanim-bala 'yung mahirap, 'yung hindi malakas. Eh samantala naman kaming mga mayor, mga general, mga Cabinet members, you are waive of --- maski magdala ka ng isang toneladang dyamante diyan o brilyante, balewala iyan.

That is the kind of government that really --- it's into the core of our essence as a Filipino. Sa panahon ko it will be cleaned, ganun talaga. Talagang Congress --- sinabi ko sa kanila, 'ayaw ng tao ang pork barrel.' You go into it, ewan ko ano ang mangyari. Do not [inaudible] the Gods. Kasi ako may droga and corruption. Do not...I mean, as far as I would like to, gusto ko 'yung I operate within the law. Pero itong mga durugista wala na.

Itong corruption, maski saan, lisensiya hanggang ngayon wala pa, late wala pa, bayad na 'yan ha, two years ago, three ago. Anong klaseng...Ang pobreng magpunta ng clearance, magbigay pa. Tapos 'yung ano pabalik-balik wala diyan ang chief of office.

Kaya ako...Dito sa executive department --- hindi ko kasi kontralado iyang Congress pati judiciary. Dito sa akin, kapag wala ka diyan sa opisina mo, I will --- just dismissal. Sabihin mo illegal, bahala na, basta punta ka ng korte kung gusto mo. Eh kung wala ka diyan, I am warning everybody, I will repeat the warning tomorrow na kung binayaran ka for eight hours, do not shortchange the Filipino. So kung magtrabaho ka lang diyan, karamihan, after lunch break hindi na bumabalik, manood ng sine sa mall, so ang bayad namin good for eight hours then you only report for three to four hours, that's swindling actually. You are swindling the Filipino people of their money. You are paying the certain amount of certain hour. Eh di magtrabaho kayo.

And apparently walang kuwan --- pati itong itong contractualization. Itong mga kompanya...Sabi ni Secretary Bebot Bello kanina sa ANC, he would meet the [inaudible] to inspect and see the records. Kung ganun walang mangyayari dito. We do not have the warm bodies to go there and check and, you know, it could result in corruption again. Wala ako diyan eh, wala tayo. Iyan ang kanilang papel, inspector ilagay mo lang diyan tapos bigyan. Whether or not accurate because I know how the system operates. Matagal na ako sa gobyerno, isali mo that's 40 years. Kasi 'yung pagka-prosecutor ko it's a good 10 years tapos bolahin mo ako ng ganun.

Kaya ako bukas magda...Sundin ninyo ang batas na wala na akong inspection o siraan ko kayo. Mamili kayo. Wala nang inspection, inspection if there’s a violation. I do not need to... Magsabi lang ang mga trabahante na hangang ngayong five months sila aalis, magka-letsihan na tayo, I mean, I do not care.

Sabi ko nga: in this presidency pinupusta ko, I’m putting at stake, at stake, my honor, my life, and the presidency itself. I will have to use your camps. Wala kasi... It's only the military who has a vast reservation dito sa mga lupa-lupa.

I’m just asking for ano one hectare ng lupa tutal sinarahan ko naman ng barb wire iyan. I will build itong mga rehab, kasi itong three million babalik 'yan doon sa, in the streets, mangho-holdup na naman, magpatay ng tao because they need the fix for the day. Nakita ko ngayon medyo bumaba ang krimen kasi takot lahat.

I’d like remind you again, that this is a --- hindi naman ako --- ano nga ako Commander-in-Chief. Ako nga, pati ako nakatulala na naman Commander-in-Chief? Mischievous ka. Ako I will be with you I will support you at you will have everything that you will need to destroy the enemy [applause].

Iyong si Kerry nag-usap kami, human rights, 'I have a job to do let us go to another topic' 'the money?' Oo, 32, 'Ah, I give you, 32 million dollars'. So sabi kay Delfin Lorenzana. 'Ano ang priority mo?' Kasi maganda ang performance natin doon sa Sulu at impressed ako sa nagawa natin. So buy more, bili ka pa ng marami.'

So I have said my piece, parang blow-out ko na rin ito sa pagka-general ni Rolly. Kasi General na yan siya [applause] And for the others who are here, so, ikaw na lang mag-kuwan sa kanila. But from the time, I'd like to be with you. Salamat.
