In line with President Rodrigo Duterte's declaration of a
unilateral ceasefire with the Communist Party of the Philippines-New People's
Army-National Democratic Front (CPP-NPA-NDF), the Philippine National Police
ordered Wednesday a nationwide Suspension of Offensive Police Operations (SOPO)
against the said groups effective immediately.
The SOPO orders all PNP troops to refrain from initiating
offensive police operations against the communist insurgents.
However, Acting Deputy Chief PNP for Operations (TDCO)
Police Director Benjamin B Magalong, said this suspension of offensive police
operations does not cover normal law enforcement operations and shall be
implemented without prejudice to actions aimed at protecting the people and the
communities, as well as PNP troops and installations against terrorist attacks
that may take place during the SOPO period.
As such, normal police functions such as serving of warrants
of arrest, checkpoint operations and other routine security measures will
continue.
Recognizing the inherent right to self-defense, all units
shall remain on-guard and maintain a high state of operational readiness to
respond to any hostile actions.
“So as not to jeopardize the Presidential Declaration of the
unilateral ceasefire, however, all police units are enjoined to be vigilant in
the performance of their duties to prevent any untoward incident as a result of
insurgents’ provocative action” PDir Magalong said.
All police units were also instructed to exercise caution
and restraint in conducting movements and activities which may be viewed by the
CPP-NPA-NDF as provocative acts.
“The PNP will still continue to conduct active defensive
measures such as security patrols to protect all PNP camps, stations, vital
installations and civilian communities, route security, and strengthening of
defensive positions.” Magalong added.
