The second highest position in in Philippine National Police
(PNP) will soon be vacant as Police Deputy Director General (PDDG) Danilo
Constantino, who will reach the mandatory retirement age of 56 on July 2, has
decided to take an early retirement on June 24.
Constantino serves as the Deputy Chief for Operations (DCO)
and is also acting as Deputy Chief Director for Administration (DCA).
The Deputy Chief of Administation is the PNP’s number 2
post, while the Deputy Chief for Operations is the PNP’s 3rd highest-ranking
official. The Chief of Directorial Staff is the PNP’s fourth highest position.
Constantino, a member of the Philippine Military Academy
(PMA) Class of 1982, was previously regional chief of Cebu .
He was also an executive officer and later the chief of directorial staff before
being designated as the PNP’s 3rd highest official.
Constantino acted as the deputy chief of administration
after the retirement of General Marcelo Garbo Jr. last March 2.
Constantino decided to take an early retirement on June 24
to give way for the upcoming inauguration of presumptive president Rodrigo
Duterte and to give him the freedom to appoint new officials for the said
positions.
Constantino said PNP has already formed a transition team
for the incoming administration to facilitate proper turnover of PNP plans and
projects.
"They have a lot of pending and ongoing projects that
were giving budgets like building police stations in different
municipalities," Constantino said.
He also said that investigation and community relations can
be strengthened, revised and improved by the incoming PNP chief and the members
of command group.
For his part, incoming PNP Chief Ronald Dela Rosa said he is
determined to end crime and drugs within 3-6 months and continue the “Oplan
Lambat-Sibat" that has been implemented but with a slight modification.
“It doesn't mean this program (Oplan Lambat Sibat) is
ineffective just because he is part of the previous administration. It is a
good program we should continue it but with slight modification," he
explained.
Oplan Lambat-Sibat is a program that was implemented two
years ago by former Department of the Interior and Local Government (DILG)
secretary Mar Roxas. It aims to reduce crimes in the streets using police
operations such as checkpoints, mobile patrol, and beat patrol.
Dela Rosa plans to adapt “Oplan Tukhang” for the effective
execution of their anti-crime and drug campaign within three to six months.
According to Dela Rosa, the Oplan Tukhang or Tuktok-Hangyo
(knock-convince) has been effective in Davao
wherein the officials knock at the doors of the suspicious drug personalities
and ask them whether to stop their illegal operations or leave the place.
Constantino said that it is more important the continuity of
the PNP’s reduction campaign against crime and illegal drugs in the country.
