In an
interview yesterday by ANC’s Headstart, MILF Chief Negotiator Mohagher
Iqbal said that the substitute Bangsamoro Basic Law crafted and sponsored at
the Senator Floor by Senator Bongbong Marcos does not provide real autonomy to
the Bangsamoro.
Iqbal
said about 80 percent of the original BBL was revised for the substitute bill,
with about 77 issues "diluted, deleted or scrapped" in the new
proposal.
“Under the
substitute BBL, the Bangsamoro will be treated just like an ordinary local
government unit and not an autonomous entity in Mindanao ,
Iqbal said during the interview by ANC.
“Sen.
Marcos' version removed the 90-word preamble, which was the soul of the law,
the Bangsamoro's exclusive powers for banking as well as the block grant”,
Iqbal further said.
"Maraming
powers na inalis sa exclusive powers ng Bangsamoro at nilagay sa concurrent,
yun iba nilagay sa reserve powers. Like banking naging reserve powers na yun.
Kung yun banking ay nasa exclusive powers ng Bangsamoro, they have powers over
banking. Hindi na nila kailangan ng powers from the central government paano ba
patakbuhin ang isang bangko. The power is more or less in line with the
autonomous power to run a bank," he said.
He also
pointed out the block grant is for salaries and maintenance of offices.
"Pag inalis mo yan, I don't know where we can get money. At least, help us
alleviate the suffering of the people," he said.
He also
noted six municipalities in Lanao del Norte and 39 barangays in North Cotabato were excluded from the plebiscite if the
BBL is passed into law.
He also
said it is not clear in the substitute BBL if Bangsamoro will have access to
natural resources.
"We're
expecting a good BBL to pass congress. If a good BBL will not pass, it's better
to have no BBL, rather than a bad BBL," he lamented.
In previous
statements, Iqbal expressed belief on the collective wisdom of members of
congress in passing a good and an acceptable Bangsamoro Law.
