 House Ad Hoc chair on BBL welcomes creation of peace council

The Chair of the House of Representatives’ Ad Hoc Committee on Banghsamoro Basic Law (BBL), Cagayan De. Oro Representative Rufuz Rodriguez welcomed yesterday, March 28 President Benigno Aquino’s creation of a peace council that would review and improve the proposed BBL. The council aims to help expedite the enactment of the proposed Bangsamoro law.

Rep Rodriguez said that his panel is ready to work on House Bill 4994 with the “citizens’ leaders” comprising Manila Archbishop Luis Antonio Cardinal Tagle, former Chief Justice Hilario Davide Jr., business tycoon Jaime Augusto Zobel de Ayala, former ambassador Howard Dee and Bai Rohaniza Sumndad Usman, a youth leader.

“We welcomed the President’s good action of forming a Citizens Leaders’ Council that would lead the national discussion on the BBL. It will help expedite the passage of the BBL,” he said in a phone interview.

“Appointing citizens’ leaders known for their integrity and wisdom to lead the National Peace Summit could help generate support for the BBL,” he said.

On Friday, during the commemoration of the 1st anniversary of the signing of Comprehensive Agreement on the Bangsamoro (CAB), President Aquino announced the formation of a five-man citizens’ to improve the BBL.

The citizen leaders’ group will lead the National Peace Summit to be organized soon.

Rodriguez said that his panel will resume deliberations on BBL from April 20 to 30.

“There are two possibilities. We can invite them in one of our hearings when we resume our discussions on the BBL on April 20 or they can invite us to attend the summit where they can present their findings and recommendations,” he said.

He expressed hope that the peace advocates’ group could finalize their inputs and recommendations before his panel resumes its deliberations on the proposed creation of the Bangsamoro juridical entity on April 20.

“We hope they could have their final recommendations and submit their report on or before April 20,” Rodriguez said.

Deputy presidential spokesperson Abigail Valte assured that the National Peace Summit will not in any way replace Senate and House deliberations on the BBL.

“It was created not to supplant Congress, not to replace Congress, or not to denigrate the legislative process that the BBL has to undergo but rather, it creates an opportunity for community leaders and well-respected personalities in our society to come together to sit down and discuss the BBL and to also, in their understanding, to propose ways to move forward,” Valte said.

“It also paves the way for people to have an understanding, for it to be discussed in a conducive setting,” she added.

The civilian leaders were asked by President Aquino to study the proposed law and write a report so that the citizens will be enlightened on the provisions and goals of the BBL.

Rep Rodriguez said that his panel is set to put to vote the proposed creation of the Bangsamoro juridical entity on May 11 and 12.

Congress is seeking to pass the BBL on or before June 11.
