Acting PNP chief Leonardo Espina delivered a brief but strong message before the Senate panels hearing the Mamasapano incident on Monday: what happened was a slaughter of 44 police commandos, not a misencounter as claimed by Moro rebels, and all perpetrators should be held liable.

The Moro Islamic Liberation Front (MILF), Espina said, should also return all the high-powered guns and other devices they seized from the Special Action Force (SAF) deployed to get international terrorist Marwan in the Jan. 25 mission.

"We condemn in the strongest terms their treatment of our men," most of whom were "shot at close range with high-powered guns" even though the "SAF" patches were "clearly embellished" on their uniforms - indicating, stressed Espina, that they are personnel of a government with which "the other party" - how Espina referred to MILF - had a peace agreement.

A misencounter would have ended quickly once such identification was established, he noted. So, he is led to conclude, it was a deliberate slaughter.

"They were stripped of their uniforms, guns, even personal belongings...even their cell phones were taken" and their wives and families were told "stop looking for your husband. He is dead."
