SAINT Francis of Assisi Parish priest Fr. Emmanuel "Bong" M. Gonzaga is among the members of the newly-created local committee that will provide social welfare services for New People's Army (NPA) rebel returnees.

Davao City Mayor Rodrigo R. Duterte signed the Executive Order (EO) No. 41 on September 23, creating the Davao City Comprehensive Local Integration Program (CLIP) committee for former NPA rebels.

The EO reads that the CLIP committee will be responsible in formulating and developing the Comprehensive Local Integration Plan, which consolidates the needs of rebel returnees within Davao City.

The CLIP is also tasked to conduct "advocacy, information and education campaigns, capacity building mechanisms and other similar activities" for former rebels.

Duterte chairs the CLIP committee, while City Administrator Melchor Quitain is the co-chair and City Social Services and Development Office head Maria Luisa Bermudo is the vice-chair.

The members are composed of the head of offices of the City DILG, City Health Office, City Veterinarian's Office, City Planning and Development Office, City Agriculturist Office and representatives of the Philippines National Polcie, Armed Forces of the Philippines, Department of Education in Davao City and Gonzaga being a member of the Civil Society Organization to the City Peace and Order Council.

The EO states that the creation of CLIP is provided under the joint memorandum of the DILG and Office of the Presidential Adviser on the Peace Process.
