The Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) are working out issues pertaining to fiscal autonomy and the structure of the Bangsamoro government as they hope Congress will approve the Bangsamoro Basic Law (BBL) before the year ends.

GPH chief negotiator Miriam Coronel-Ferrer said both peace panels are finding good solutions to the sticky issues on the draft BBL.

“I guarantee that we will have a good draft BBL and we commit to work with Congress in any way the legislators see fit,” she said in a statement. "We call on the public to keep the faith and to join our collective effort for peace and development in Mindanao."

Ferrer said the GPH and the MILF are both committed to continue the work until the draft BBL is finished so that it will be submitted to the Office of the President in the soonest possible time.

Meanwhile, President Benigno S. Aquino III reiterated his hope that the BBL will be passed into law before the year ends.

“Kung maisasabatas nga po ang Bangsamoro Basic Law bago matapos ang taon at maisasagawa ang kinakailangang plebesito, mabibigyan ng isa't kalahating taon ang Bangsamoro Transition Authority para ipakita ang positibong pagbabago,” the President said during his fifth State-of-the-Nation Address (SONA) on Monday.

“Kung maaantala naman ito, natural pong iikli rin ang panahon para mapatunayan na tama nga ang landas ng kapayapaang tinatahak natin,” he added.

President Aquino called for understanding from Congress in the delay hounding the draft BBL.

“Mahalaga pong maging masusi ang paghimay natin ng bawat probisyong ilalatag. Sa abot ng ating makakaya, isusulong natin ang isang panukalang batas na makatuwiran, makatarungan, at katanggap-tanggap sa lahat,” he said.
