From MILF Website (Dec 29): BLMI- Conciliation Resources hold 3rd consultation with MILF members



The Bangsamoro Leadership and Management Institute (BLMI) and the Conciliation Resources (CR) with support from the European Union (EU) conducted again on 3rd round two (2) consultations from December 21-22, 2013 at the mini-gymnasium of Datu Paglas National High School, Datu Paglas, Maguindano with a theme “Promoting Public Participation on the Peace Process”, participated by selected leaders of Damakling Provinces of different groups from the Line Agencies, Political, Military and Women Sector of the Moro Islamic Liberation Front (MILF) as a source of the program.
  
The consultations are part of full-scale campaign with engagement on the basic law being crafted by the Bangsamoro Transition Commission (BTC). The Bangsamoro Leadership and Management Institute (BLMI) and the Conciliation Resources (CR) is continuing the program-project partners conducting public engagement on the ground in order to facilitate the public on what the Bangsamoro Transition Commission is doing and the feedback circuit from the public in connection with the drafting of the Bangsamoro Basic Law (BBL). 

The formal program was started with a recital of some verses from the Holy Qur’an followed by welcome message and opening remarks. Esmael A. Abdula , Member of BLMI Steering Committee/ Training Officer  Explain the Mechanics and Objectives of the Consultation and he served as Facilitators and management of the consultation. followed in the updates on the framework Agreement on the Bangsamoro (FAB) by, Mr. Arman Armada, gives  updates on the result of the Framework Agreement on the Bangsamoro (FAB), he expressed too the good result of the signing and some other expectation being happened on the result. Mr. Mckerly Makakua, he expressed some point on the recent signing on the Wealth Sharing; Ustadz Abdulsalam Alabat, gives an Islamic Orientation and gives inputs on the Shari’ah understanding and concerns.

The main thematic issues-concerns on the consultation was being discussed and presented during the workshop-discussion of the participants such as: governance territory, security, shari’ah and the basic rights. Out of one hundred fourteen  (114) total members of the participants, was divided into four (4) groups for the workshop discussion.

The participant on the different groups express a mixed expression on the issues and concerns, fears and hopes on the five (5) thematic issues and concerns and lastly composed several recommendation on the challenger to encouraged the Bangsamoro People in state building from the possible adoption on the drafting of the Bangsamoro Basic Law (BBL) in connection with the results of the Framework Agreement on the Bangsamoro (FAB).

After the workshop discussion of the different group, Esmael A. Abdula facilitate the group reporting, each group presenter gives enough time to present on the general output on the group workshop discussion followed with the consolidation on the facts-data of the presentation, by the BLMI-CR Coordinator, Mr. Wahab Guialal. The participants was so glad to hearing some words of commitment of the BLMI-CR Coordinator in pursuing possibility on the result-output of the different MILF consultation was forwarded to the right concern organization or agencie, specially to the Office of the Bangsamoro Transition Commission (BTC).

A short message, from the Executive Director of the BLMI, Ustadz Mahmod Ahmad, he expressed on his message the words of sincerity in working hand-in-hand on the successful result of the MILF consultations and expressing his personal thanks-shukran to the participants on the dedication in finding the lasting PEACE on the solution of the Bangsamoro issue.

Consultation was formally ended with the closing message and du’a.
