From the CPP Website (Jun 27): NPA ready to defend the people and intensify offensives against Aquino regime’s all-out war

The National Democratic Front of the Philippines-Eastern Visayas today said that 8th Infantry Division chief Gen. Gerardo Layug turned into a laughingstock after media reports of a tactical offensive by the New People’s Army in Northern Samar belied his claim that the revolutionary movement in the region will soon be smashed.
The media reports state that a soldier was killed and six others wounded in an NPA ambush in Brgy. Lungib, Victoria, Northern Samar last June 25 .
Fr. Santiago “Ka Sanny” Salas, NDFP-EV spokesperson, also said that the military is lying in claiming that the NPA used prohibited landmines, when the NPA in fact only uses command-detonated explosives that are allowed under the laws of war.
The NDFP-EV spokesperson furthermore belied the military’s claim in the Philippine Star that three NPA fighters were killed last June 21 in a raid by 8th ID troops in Pinabacdao, Western Samar. Fr. Salas clarified that the report from the field says the Red fighters successfully defended themselves and all of them withdrew safely with the help of the peasant masses.
The NDFP-EV slammed Gen. Layug’s posturing that the NPA will soon be finished as being in line with the Aquino regime’s unilateral junking of peace talks with the NDFP in May and unleashing Oplan Bayanihan’s all-out war against the people.
“Gen. Layug’s statement reflects that the Aquino regime is not interested in addressing the root causes of the civil war, but is now giving the fascist troops full authority to attack the people," said Fr. Salas.
“For the past three years, the Aquino regime tried to use the peace talks as an extension of Oplan Bayanihan in trying to deceive the NDFP into capitulating. Having failed in that, Aquino now refuses to listen to the people’s grievances and is ordering the 8th ID to silence their demands for land, jobs, basic social services, national industrialization, defense of national patrimony against imperialist mining, expulsion of US imperialist troops and other burning issues.”
Fr. Salas also urged all those who desire a just and lasting peace to condemn the Aquino regime’s unilateral ending of peace talks as well as its pushing of Oplan Bayanihan.
“The revolutionary movement is always willing to talk peace with the reactionary government that is sincere, abides with all previous agreements, fulfills its obligations and willing to address the root causes of the civil war.
All genuine peace advocates should call on the Aquino government to resume formal peace talks with the NDFP, release the detained NDFP consultants and all political prisoners, and resume the discussion of socio-economic reforms. They should condemn Oplan Bayanihan as a purely military solution that will worsen human rights violations and increase the sufferings of the people.”
The NDFP-EV spokesperson however said the revolutionary movement is prepared to meet the Aquino regime’s fascist attacks and is ready to defend the people.
“Gen. Layug will just be another loser in a long line of fascist commanders in the region who failed against the revolutionary movement. History is not on his side.
The Aquino government’s Oplan Bayanihan is a rehashed, unjust war among many that have all failed since the Marcos dictatorship. But the people’s war perseveres despite all the attacks of the reactionary government backed by US imperialism, because it is a just war for national and social liberation.
The NPA in the region will surely intensify guerrilla offensives against the fascist troops and defend the people from Oplan Bayanihan. The NPA and all revolutionary forces will surely work hard to do much better in their mass work and political and military work, intensify all forms of struggle, and advance the people’s war to a new and higher level.”#
