CARHRIHL 10-point program drawn

A ten-point program to carry out the Comprehensive Agreement on Respect of Human Rights and International Humanitarian Law (CARHRIHL) in the countryside has been drawn by the local monitoring board (LMB) of the provincial government of Bohol.

This came following a two-day refresher’s course and training on CARHRIHL initiative of the Governor’s Office on March 26-27, 2013 held at JJs Restaurant in this city.

Organization of municipal local monitoring teams is on top of the agenda of the provincial LMB in the municipalities of Ubay, Bien-Unido, Candijay, Anda, Danao, Buenavista, Panglao, and Dauis. Some of the barangays of these towns were either “influenced” or “controlled” areas of the New People’s Army (NPA).

Orientation on CARHRIHL in said towns and fact-finding workshop are also in the drawing board, and will be implemented after the conduct of local elections.

Production of information, education and communication (IEC) materials, launching of regular radio and print programs, conduct of trainors’ training and orientation and production of modules in vernacular for said trainings are also included in the program.

The provincial government of Bohol with the assistance of the Office of the Presidential Adviser on Peace Process (OPAPP) steered the activity held at JJs Seafood Restaurant here.

Topics on Bohol’s Peace and Development Program and HEAT (Health, Education, Agriculture and Tourism) agenda of Gov. Edgar Chatto were discussed by Ms. Liza Quirog, head of the Social Economic Environment Management (SEEM) cluster under the governor’s office.

Atty. Jaime Crispin Arroyo of the Office of the Presidential Adviser on Peace Process (OPAPP) tackled the CARHRIHL; Guiding Principles in Conduct of Investigation by SP04 Lito Rosales; and Conduct of Fact-Finding Process by lawyer PSInp Fidel S. Tutor, legal officer of the Bohol Provincial Police Office, Camp Dagohoy based here.

Atty Arroyo said that CARHRIHL is an agreement that encourages the Government of the Republic of the Philippines (GRP) and Communist Party of the Philippines-National Democratic Front-New People’s Army (CNN) to respect and dignify human rights to non-combatants, including unarmed civilians and children in armed conflict.

CARHRIHL was signed during the regime of then President Erap Estrada in the hope of monitoring violations and protection of human rights of everyone by both sides, he said.

The training was participated in by Col Julius Tomines, commander sa Special Forces, members of the LMB, police officers, municipal local government operations officer of the Department of Interior and Local Government (DILG), municipal social welfare officers and municipal information officers.
