In line with this goal, President Marcos, issued several proclamations that granted amnesty to several groups to entice them to return to the fold of the law

One of the Marcos administration’s priorities is to pursue lasting peace in the country. In line with this goal, President Marcos, on Nov. 22, 2023, issued several proclamations that granted amnesty to several groups to entice them to return to the fold of the law.

Proclamation No. 403 granted amnesty to the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/
Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB) members who have committed crimes punishable under the Revised Penal Code and special penal laws, specifically those committed crimes in pursuit of their political beliefs.

It, however, did not cover certain crimes such as kidnap for ransom, massacre, rape, terrorism, drug-related charges, violations of the Geneva Convention of 1949, and gross violations of human rights, among others.

Proclamation No. 404 granted amnesty to former Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) members who have committed crimes such as those related to rebellion or insurrection, sedition, assault, resistance and disobedience to a person in authority, alarms and scandals, and illegal possession of firearms, ammunition, or explosives, among others.
