The Office of the Presidential Adviser on the Peace, Reconciliation and Unity (OPAPRU) on Monday said it will finalize the framework for the Community Healing and Reconciliation Program, between the Government of the Philippines and Moro National Liberation Front (GPH-MNLF).

OPAPRU Director, Jana Gallardo, also the head of the secretariat for the Community Healing and Reconciliation Subcommittee, said in a social media post that a series of consultations for the finalization of the framework will start next month while the final draft will be presented to the GPH-MNLF Coordinating Committee by June for approval.

The framework is part of the committee’s efforts and fulfillment of the signed commitments made under the 1996 GPH-MNLF Final Peace Agreement (FPA).

Gallardo said the MNLF Transformation Program aims to implement, and provide socio-economic interventions to the former MNLF combatants and their families as well as entire communities.


“Through the program’s various components – socio-economic, confidence-building measures, security, and community healing and reconciliation – we seek to address the needs, as well as respond to the concerns of our MNLF brothers and sisters,” she said.

The sub-committee on Community Healing and Reconciliation of the GPH-MNLF Coordinating Committee is conducting a step-by-step collection of resources and identifying immediate courses of action "to further push key programs" that will address the needs and concerns of the former MNLF combatants.

On Feb. 25, 2021, President Rodrigo Duterte signed Executive Order 125 creating the National Amnesty Commission and Proclamation 1091 granting amnesty to MNLF members who have committed crimes due to their political beliefs, punishable under the Revised Penal Code and special penal laws.
