President Rodrigo Roa Duterte promoted four Philippine Coast Guard (PCG) captains to the rank of commodore upon the recommendation of Department of Transportation (DOTr) Secretary Arthur Tugade.
In a statement on Tuesday, the PCG said the promoted Commodores are Ramon S. Lopez, Joeven L. Fabul, Edgar L. Ybañez, and Mitzie S. Silva-Campo.
The four one-star generals, it said, will take the oath before Tugade next week followed by their arrival honors and breaking of personal flags ceremonies.
Lopez, it said, hails from Legazpi City, Albay, is currently the deputy commander of the PCG Human Resource Management Command.
He was part of the Philippine Military Academy (PMA) Class of 1992, and graduated from the World Maritime University (WMU) in Mal Malmö, Sweden with a major in Integrated Coastal and Ocean Management in 2007.
“After accomplishing his assignments aboard Coast Guard vessels, CG Commodore Lopez performed staff duties in the PCG District Southeastern Mindanao and PCG District Central Visayas. He also served as Station Commander of PCG Stations in Surigao del Sur, Davao Oriental, Bohol, Southern Leyte and Ormoc. Moreover, he acted as Superintendent of the Coast Guard School and Chief of Staff of the Coast Guard Ready Force,” the PCG said.
Fabul, on the other hand, hails from Buhi, Camarines Sur and is currently the commander of the PCG Finance Service who graduated from the PMA in 1992, and earned his Master of Science in Maritime Affairs specializing in Maritime Safety and Environmental Protection at the WMU in 2004.
“(Fabul) served as Deputy Chief of Coast Guard Staff for Comptrollership (CG-6), Chief of Staff of the Coast Guard Fleet, Commander of the Coast Guard Procurement Service, as well as Commander of PCG Stations in Sorsogon and Butuan City,” the PCG said.
Ybañez, who hails from Quezon City, currently serves as the district commander of the PCG District Western Visayas and was member of the PMA Class of 1993.
He previously served as commander of the PCG District Northeastern Luzon, deputy commander of the PCG Surface Support Force, and other duties at the PCG Marine Environmental Protection Command, Coast Guard Education, Training, and Doctrine Command, and the PCG National Headquarters.
Silva-Campo, it said, hails from Digos City, Davao Del Sur and was the first female flag rank officer from the Davao region and the entire Mindanao, and the first PCG female general line officer to be promoted to commodore.
She is currently the deputy chief of the PCG Staff for Maritime Security Services and earned her master’s degree major in Law and Policy at the WMU in 2009.
“Before her present assignment, she served as Commander of the Coast Guard Internal Audit Service and was designated as the Deputy Chief of Coast Guard Staff for Education and Training,” the PCG said.
