CLAVERIA, Misamis Oriental – One DA’s Adopt a Community Program have been formally launched at Sitio Kalhaan, Barangay Minalwang, Claveria on April 14.
The partnership of Municipal Task Force to End Local Communist Armed Conflict Claveria (MTF-ELCAC Claveria), Department of Agriculture Regional Management Committee X’s (DA-RMC 10) and the 58th Infantry Dimalulupig Battalion started a joint project called “Restoring Communities, Changing Lives: The New Beginning of Kalhaan”.
Hon. Meraluna Salvalleon-Abrogar, Claveria Municipal Mayor, Gov. Yevgeny Vincente “Bambi” Emano, Provincial Governor of Misamis Oriental, Hon. Jose Ruperto Martin M. Andanar, Cabinet Officer for Regional Development and Security (CORDS)-10 Secretary as represented by Philippine Information Agency (PIA)-10 Regional Director Franklin Gumapon, and the Department of Agriculture 10 (DA-X) Regional Director Carlene Collado graced the said event.
After a series of consultations with other organizations and 58IB over the past few months, One DA’s Adopt a Community Program has selected Sitio Kalhaan in Misamis Oriental as its beneficiary. “Gidala nato ang whole DA family. It is about 20 attached agencies and bureaus para matabangan nato ang mga residente diri sa Sitio Kalhaan in terms of agricultural development. Ang DA andam mutabang sa inyo.” DA-10 Regional Director Carlene Collado remarked.
DA-X donated 200 packets of vegetable seeds and pledged to donate 50 free-range chicken modules. 15 female draft carabaos have been pledged by the PCC. Three bags of NFA rice have been delivered by the NFA Region 10. The DA-10 Corn Program distributed 10 bags of open pollinated corn seeds. The DA-BFAR has committed to aquafarm and technical demonstration programs. 150 coconut seedlings were brought in by the PCC. Ten boxes of apples were sent by the BPI. Veterinary services have been pledged by BAI-NVQSD.
Trainings and other extension assistance were also pledged by the DA-ATI. 250 bottles of fresh milk were brought by the NDA. And 35 food packs have been delivered by the NIA.
Other dignitaries from various line agencies were also present to give and pledge their support and assistance to the Higa-onons of Kalhaan. DSWD-10 distributed 50 family food packs and 50 hygiene kits through Regional Director Mari-Flor Dollaga, and the TESDA-10/MisOr pledged trainings in carpentry, electrical installation and maintenance, organic agriculture production, and photovoltaics through Regional Director Ashary Banto. Gov. Bambi Emano also handed over 50 food packs, 150 milk pouches through the PSWD, and ten sacks of Upland Denorado seeds through the PAGRO.
Trainings and Negosyo Starter Kits have been pledged by DTI Misamis Oriental. DepEd Claveria II has pledged the establishment of an IP school, the provision of school supplies prior to the start of classes, the Adopt a Learner Program, and Contextualized Learning Modality. Residents have also received 90 pairs of slippers, burgers, and food packs from ACCERT. Following the program, the guests of honor participated in a tree-growing activity to celebrate this historic event. Also, the LGU Claveria has provided a Serbisyo Caravan where residents received free medications, vitamins, check-ups, and haircuts.
In his message read by his representative, RD Gumapon, CORDS-10 Secretary, Martin Andanar said, “Makasaysayon karon nga adlaw tungod kay nakab-ot na gyud nato ang maong pangandoy. Ang atong kalihukan karon nagsilbi lang nga pruweba nga dili imposible ang Whole-of-Nation approach sa pagsumpo sa insurhensiya.”
Meanwhile, according to 58IB Commanding Officer Lieutenant Colonel Ricky L Canatoy, “Sitio Kalhaan has been the lair of the NPA for years, with its inhabitants being subjected to indoctrination and harassment. Instead of being NPA supporters and being oppressed, our Higa-onon brothers, who are the primary residents of Kalhaan, decided to leave the area in 2014.”
“Sitio Kalhaan is a thriving community that belongs to the Higa-onon tribe and is revered as a sacred place. It’s also surrounded by forest and a number of water sources, making it suitable for farming and ecotourism. That is why we intended for Kalhaan to be restored so that its residents could go back to their usual lives and return home. And this can only be accomplished with the support and involvement of various government agencies under the Whole of Nation Approach.”
As for security, the Philippine Army pledged assistance in terms of defense by establishing several forward bases or detachments in the municipality. Major General Andres C Centino, Commander of 4th Infantry Diamond Division said they would intensify military operations in the area of operation as part of the mandate given by the President to end insurgency within his term.
“Kaning problema sa insurgency, nagpadayon ni dili tungod kay kulang ang army, ang pulis. Nagpadayon ni kay tungod nagpadayon pud ang suporta sa NPA pinaagi sa kwarta ug resources. Two-prone dapat ang atong action. Kami padayon sa among gibuhat na pag gukod sa armado. Ang ikaduha nato na effort is we should stop giving in to extortions by the NPA. We appeal to the public officials, we appeal to businessmen, we appeal to the contractors and all individuals na unta maghunong na sa paghatag ug kwarta because every single peso that you contribute, mao nay mahimong bala na makaigo sa atong kasundaluhan,” MGen Centino ended.
