A resident of Barangay Luayon received her cheque for P2,000 that she can spend to expand her small business.
MAKILALA, Cotabato Province, Dec. 10 (PIA) -- At least 240 individuals in Barangay Luayon, Makilala recently received additional capitalization for their small businesses from the Provincial Government of Cotabato.
Each beneficiary received P2,000 from the Provincial Cooperative Development Office (PCDO) through the Serbisyong Totoo Entrepreneurial Program (STEP) during the Serbisyo Caravan in Barangay Luayon on December 3.
Barangay Luayon is one of the 36 barangays in Cotabato Province identified as target community of the Retooled Community Support Program (RCSP), a convergence program of all government entities to address peace and development needs of conflict-affected barangays.
RCSP is a strategy in the implementation of President Rodrigo Roa Duterte's Executive Order No. 70 that created the National Task Force to End Local Armed Conflict (NTF-ELCAC) and institutionalized the whole-of-nation approach to attain inclusive and sustainable peace in barangays influenced by communist terrorist group.
For Barangay Luayon, the provincial government allotted P480.000 for the livelihood aid.
Shirly Cabangil-Pace, supervising administrative officer of PCDO, explained that the financial assistance is an interest-free loan to owners of micro and small enterprises such as snacks, vegetable, and fish vending; sari-sari store, and balut selling to name a few.
"The loan is payable in six months at P100 per week. Once they are able to fully pay the first release, beneficiaries will be provided P4,000 additional capitalization which they can pay in 20 weeks at P200 per week," Pace explained. "If a recipient is able to pay the P4,000 second fund release, he or she will be given P5,000 as a grant, which means that the recipient will no longer be required to repay."
Besides the capitalization assistance, residents of Barangay Luayon also enjoyed basic services from the municipal and provincial government units, regional line agencies, the Philippine Army, and Philippine National Police during the caravan.
Other services include family food packs for all households, medicine for the barangay health center, hair and nail care, supplemental feeding, first aid training, scholarship, health insurance, seedling and other planting materials, animal dispersal, health kits, and many others.
A number of regional line agencies also set up booths for delivery of services; they also conducted orientations on the services they offer and how the community can avail of these.
At the event, Department of the Interior and Local Government (DILG) regional director Josephine Leysa announced that as an RCSP-target barangay, Luayon is eligible to receive P20-million support development package from the national government.
"Not only that, under EO 70, all regional line agencies are mandated to carry out projects in your community based on your barangay development plan," Director Leysa said.
Meanwhile, Cotabato Province Governor Nancy Catamco urged the community to support government efforts.
"You have witnessed the government going down to communities for you to experience the type of governance we have at present, especially under the President Duterte," Gov. Catamco told the people of Luayon. "However, greater obligation and role rests on you so that all government support especially for peace and development of your community will be sustained."
