BALER, Aurora- The 91st Infantry “Sinagtala” Battalion, Philippine Army collaborates with Technical Education and Skills Development Authority (TESDA) organizing the provincial Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Task Force to End Local Communist Armed Conflict (ELCAC).

Lt. Col. Reandrew P. Rubio Commanding Officer of 91IB said that the PRLEC chaired by TESDA is one of the 12 clusters of the National Task Force-ELCAC to implement Executive Order No. 70 or the “Whole-of-Nation Approach” of solving the 50-year old insurgency problem in the country aims to develop self-reliant, resilient and sustainable communities through harmonized and culturally responsive development programs.
“In coordination and collaboration with TESDA that provide employment and livelihood to communities, the TESDA approves Php1.3 million budget for the people of Aurora who withdraw their support to the CPP-NPA-NDF,” Lt. Col. Rubio said.

He added that personnel of Charlie Company of 91IB led by 1st Lt. Carlo T. Omayon attended the launching ceremony at Barangay Decoliat, Maria Aurora, Aurora.

“The 91IB has expressed support to the initiative of the TESDA to help the surrenderers increase productivity amid the continuing threats of the coronavirus disease 2019 (COVID-19),” the commanding officer said, explaining that TESDA has already implemented an intensified program intended for the province.

Lt. Col. Rubio furthered that the Community Support Programs (CSPs), as one of the mechanisms of TF-ELCAC, will continuously be deployed in conflict-affected areas to bridge the gap between the affected communities and the concerned government agencies in addressing various social and basic services issues often exploited by the CNTs to produce recruits through their agitation-organization and mobilization (AOM) scheme.

TESDA Provincial Director Genardo Ronald C. Ibay formally opened the launching ceremony on Skills Training in Agricultural Crops Production, Motorcycle and Small Engine Servicing, Producing Organic Fertilizer, Basic Food Processing and Photo Voltasaic Systems Technology under PRLEC.

It was witnessed by Police Major Bartolome Antolin, Chief of Police of Maria Aurora, Melecio D. Polon of NCIP, Aurora Governor Gerardo A. Noveras, representatives from DAR, DTI, PA.

Ibay presented the programs and training to be delivered and subsequently give his messages that the support of TESDA will continue to End Local Communist Armed Conflict (ELCAC).

During the launching ceremony, Noveras said that a well develop town has no problem in insurgency.

He added that the provincial government of Aurora will continue to support to end insurgency in this province.

“As Governor and being a member of the Provincial Task Force to end Local Communist Armed Conflict (PTF-ELCAC), I want to end insurgency in this province to have a lasting peace,” Noveras said.

The Governor also reminded the residence of Barangay Decoliat to keep in their heart the government programs and trainings given to them to support their daily needs.

As of press time, 17 students are enrolled in Organic Fertilizer Processing and 17 students in Food Processing initially.

The formal opening of the course is set on September 4, 2020.

Series of trainings from TESDA will be implemented also in the whole province.
