MISAMIS ORIENTAL, June 26 (PIA) - “The essence of their coming back is very important to us because they are our brother Filipinos.”
BGen. Maurito L. Licudine, 402nd Brigade Commander of the 4th Infantry Division, Philippine Army said of the return of a former communist NPA leader to the folds of the law last June 19. He also disclosed to the militaty a cache of high-powered firearms.
In a press conference held at the 58th IB camp at Claveria Misamis Oriental, BGen. Licudine underscored the importance of rebel returnees coming down from the mountains, and into mainstream as a step forward to finally end insurgency in the country.
For the last 50 years, he said, we have been fighting the same battle. In fact, we are the only country in Asia that still has an existing insurgency problem.
They [NPAs] are no longer fighting for an ideology but they are mere extortionist, BGen Licudine said.

The situation is always that they ask for money and they will threaten to kill or damage properties if they are not paid. They have become a nuisance to businesses and even common people. Some communities even put them as persona non grata and are withdrawing support to their organizations.
The President is serious in truly ending insurgency in his time. Executive Order 70 or the creation of the National Task Force to End Local Communist Armed Conflict (ELCAC) is to ensure Whole of Nation Approach is implemented in ending armed conflict in the country.
Before, Licudine said, the military thought this problem was only theirs but, in truth, it is everybody’s problem.
“Everybody is united against one problem and helping each other. This means, he said, all of the services of government are pooled together to solve the problem. Hopefully, this will reverberate to their organization and they will have a choice so that whoever stays in the mountains will simply wait for their own deaths,” he said.
Licudine added that most of them were just deceived. "Instead of fighting it out and dying, it is better to give these rebels another chance to start a new life," he urged.
There is a process in the awarding of cash award for firearms, depending on its condition and functionality. For a high powered firearm with complete functions, the cash reward would reach up to P100,000 for one M16 or AK47. "This is a very large sum to start a new life," he said.
"This is just for the firearms. There are other government programs to be be provided and when all other government support is given efficiently, this will entice other surrenders to follow," Licudine maintained. (JMORucat/PIA10)
