Dahilan ng pagpapahaba at pagpapatupad ng taktikal na programa:

-Pagbugso ng armadong pakikibaka at mga protesta
at pakikibakang masa.

-Samantalahin ang krisis sa pulitika para agad na makamit ang itinatakda ng programa.

Ang mga ito ay nakadisenyo patungong kasiraan ng tao upang makaramdam ng galit sa gobyerno at sumapi sa mga terorista.
