Alyas Biyong… Ka Fina… @Chell. There are more than one common denominators to these three personages. They were former rebels. They have been victims of deceit. They have realized the futility of the ‘cause.’ They have been enlightened. They returned to the folds of the law.

Here are their stories.

ALYAS BIYONG

He joined the rebel group when he was still single. It was there that he met his Lady Love. She was also a member of the armed group. He held a high position as cadre of the New Peoples’ Army.

In 2006, his wife left the movement and returned to the folds of the law to be with their four children, two boys and two girls. They had to leave the children under the care of other people because their children cannot be with them in the mountains.

The wife and the children lived in their hometown in MacArthur, Leyte. She sold rice cakes, other delicacies and cooked viands, thanks to the financial assistance that was given her by the government.

Meanwhile, Alyas Biyong, had to endure homesickness and hardships in the mountains. At age 60, he suddenly realized how the NPAs deal with sick comrades. They did not help him to have proper medication. He realized that even if he dedicated his entire productive life to the movement for 33 long years, he was abandoned when he fell ill. This and other realizations made him decide to surrender.

In March of 2019, he surrendered to the 93rd Infantry Battalion of the 802nd Infantry Brigade of the Philippine Army.

He was reunited with his family; his wife and his four children who are now 27 years old, 18 years old, 15 years old and the youngest is 14 years old. What a joy to be with his family after years of being far from them.


Moreover, the military helped him to marry before a priest, his wife, making their union legal in the face of God and the people. This also gave the children legal personalities as their legitimate children.

In his surrender, Alyas Biyong turned over long and short firearms, improvised explosive devices and several ammunitions and subversive documents.

Through Alyas Biong, the military was able not only to recover firearms and ammunitions. He was instrumental in the mass surrender of NPAs and Militia ng Bayan members on April 13, 2019 when more than a thousand members and supporters of the CPP-NPA terrorists surrendered to the 93rd Infantry Battalion in San Isidro, Leyte.

The military, National Government Agencies and Local Government officials held a Serbisyo Caravan on April 13, 2019 at San Isidro town attended by more than a thousand rebel returnees who, during the occasion, pledged to return to the folds of the law.

Alyas Biyong together with 261 other former rebels in Leyte, qualified to be enrolled in the E-CLIP program for former rebels. Very soon, Alyas Biong will receive his E-CLIP benefits: housing program worth P450,000; P15,000 immediate financial assistance; cash equivalent to surrendered firearm (depending on the category); P50,000 livelihood assistance; modified conditional cash transfer; P5,000 conditional cash transfer; PAMANA program; loan slot for business; school matriculation; P100,000 worth livelihood kit; medical, psychological and legal assistance, among others.

He is also looking forward to receiving from no less than President Duterte, his certificate of lot entitlement at Sitio Limite, Barangay Daja Daku, San Isidro, Leyte.


Alyas Biyong is relishing the joy of being with his family. He now spends his time helping the military in winning back more rebels to return to the government. He loves to plant and feels lucky to be able to feed his family with the fruits of his toil. (PIA-8)
