QUEZON CITY -- Mayor Joy Belmonte has ordered the reconstitution of the city government’s Enhanced Comprehensive Local Integration Program (E-CLIP) Committee which is tasked to provide further assistance, such as livelihood, educational and medical assistance, to rebel returnees or former rebels.
Through Executive Order no. 40, Belmonte reconstituted QC E-CLIP committee members, which now include the City Mayor as the chairperson, the Commanding Officer of the local Armed Forces of the Philippine (AFP) reserve brigade as co-chairperson, and representatives from the Social Services Development Department (SSDD), Department of Interior and Local Government (DILG)-QC, QC Police District, and Civil Society Organizations as members.
The committee is mandated to ensure the delivery of services under the national government’s E-CLIP as well as ensure proper documentation and referral needs of former rebels (FR) to appropriate agencies and partner institutions.
Under the EO, the SSDD is also mandated to facilitate the profiling of FRs, assist them in completing the E-CLIP enrolment form, assist in the preparation of their Former Rebel Integration and Business plans, and resolve issues and concerns affecting the implementation of the E-CLIP.
The SSDD is also mandated to assist the Philippine National Police and the AFP in providing security to FRs including their families and communities, facilitate the employment of qualified FRs in government offices, submit accomplishment reports to the DILG and Department of National Defense, monitor and maintain records at the local government offices, coordinate and monitor the E-CLIP implementation in the city, and provide updates to the QC Peace and Order Council.
While the DILG funds the E-CLIP under the General Appropriations Act (GAA), it is the local government that shoulders the administrative costs and expenses for the program. (PIA-NCR/QC PAISD)
