CAMP CAPINPIN, Tanay, Rizal – Sixteen Former Rebels (FRs) who voluntarily surrendered and returned to the folds of law were awarded government grants under the Enhanced Comprehensive Local Integration Program (E-CLIP) during the 2nd Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) 4A meeting on 25 July 2019 at the headquarters of 2 nd Infantry Division.

Secretary Eduardo M Año of the Department of the Interior and Local Government handed over the Certificates of Scholarship for Livelihood and Skills Development Training from the Poverty Reduction, Livelihood and Employment Cluster of RTF- ELCAC 4A.

The scholarship grant entitles the FRs to gain the skills that they need to acquire through the trainings and seminars provided by the government’s Technical Education and Skills Development Authority (TESDA)which will eventually help them in their journey of reintegrating to mainstream society.

According to Brigadier General Burgos Jr, Commander of the 2nd Infantry Division whichcovers Southern Tagalog, “the recent influx of surrenders is a result of the active and collaborative efforts of RTF-ELCAC’s member agenciesin response to PRRD’s Executive Order Number 70.”

He ended his statement by assuring the people of their soldiers’ “firm resolve to operationalize the President’s directive for a whole nation approach so that our people will finally enjoy the peace and prosperity which every Filipino deserves.”

Secretary Año lauded “the concerted efforts of RTC-ELCAC 4A to answer, our people’s call for peace” thus, he encouraged everyone to pursueprosperity and development in Southern Tagalog.

“Let us work as a team in pursuing just and lasting peace and allow no one to hamper the development dedicated for the people”, ended Sec Año.

Since January 2019, a total of 128 rebels voluntarily surrendered to the military their 56 firearms and were enrolled to E-CLIP after taking their oath of allegiance to the duly constitutional government.

Present during the event were Secretary Jose Maria Nicomedes F Hernandez, Presidential Adviser For Southern Tagalog; Secretary Allen A Capuyan, Director, NTF – ELCAC Secretariat; LtGen Gilbert I Gapay AFP, Commander, Southern Luzon Command, AFP; PMGen Ericson T Velasquez, Directorate For Integrated Police Operation – Southern Luzon; PBGen Edward E Carranza, Regional Director, PRO 4A –CALABARZON; and the Local Chief Executives of the areas within the2 nd Division’s AOR.
