The 3rd Infantry Division (ID) of the Philippine Army on Wednesday expressed its full support to make the Reserve Officers' Training Corps (ROTC) program mandatory for senior high school students.

Capt. Ceno Pancito, chief of the 3ID Public Affairs Office (DPAO), said in a press conference the army division joins the clamor of Filipinos to revive the ROTC program.

He cited that almost all of the army personnel and media practitioners present in the press conference at the DPAO office, Camp Delgado had been shaped “on who we are today because we had gone with the ROTC program.”

Pancito said the army is one with the vision of the government in instilling patriotism and discipline to the Filipino youth.

The ROTC Program will also produce “reserves” to help the government troops in any situation in the future, he said.

“We are looking at this program as preparation in our armed forces and the government. In times of emergency or crisis, we can always mobilize these people (as products of ROTC program),” Pancito said.

Pancito was a former Assistant Chief of Staff for Communication, Electronics, and Information System of the 3ID.

He assures to harmoniously work with the media to link the 3ID with the people in the Visayas region.

House Bill 8961, approved with 167-4-0 votes by the House of Representatives on third and final reading, seeks to amend Republic Act 7077 or the Citizen Armed Forces of the Philippines Reservist Act.

Under the proposed measure, ROTC training would apply to “all students in Grades 11 and 12 in all senior high schools in public and private educational institutions.”
