From the Manila Bulletin (Mar 17, 2019): 3rd Mechanized Infantry Battalion participates in ground breaking ceremony of medical clinic

The 3rd Mechanized Infantry (Makatarungan) Battalion participated in the ground breaking ceremony of a medical clinic at Barangay San Pedro, Moncada, Tarlac, on Thursday.

The construction of the medical clinic is part of the Engineering Capability Program (ENCAP) activities of Balikatan 35-2019.


The medical clinic is an elevated one-storey, three-room concrete building with comfort room and septic tank. The facility will cater to civilians who are in need of primary care.

The Ground Breaking Ceremony was attended by the Department of Health (DoH) headed by Mrs. Maria Noel Borneo-Lim, RN, Provincial Health Officer as Guest of Honor and Speaker, military officers and personnel from the Philippine Army and US Armed Forces, local government officials, barangay health workers and faculty of San Pedro National High School.

Aside from ENCAP, both military forces from the two countries engaged the local chief executives and the people in the community.

Major General Lenard T Agustin, the Commander of the Army’s 7th Infantry (Kaugnay) Division, thanked those who are responsible in choosing Tarlac as one of the ENCAP sites.

“The people will benefit greatly from the projects of the military exercise,” he said.

Lieutenant Colonel Ramon Antonio E. Bello, Commanding Officer of 3rd Mechanized Battalion, said the Makatarungan Troopers will continue to help the community not only in the security aspect but also to their other needs that will alleviate their condition.
