EMC Brief History

Eleven years had already unfolded since the Eastern Mindanao Command (EMC) had been crafted out of the single-area command of the Armed Forces of the Philippines in Mindanao which was formerly known as the Southern Command (SOUTHCOM).

The realization that Mindanao was too large an area to be manned by a single command, sparked the idea to divide the SOUTHCOM into two unified commands namely the Western Mindanao Command and the Eastern Mindanao Command.

Thereafter, the Eastern Mindanao Command of the Armed Forces of the Philippines was officially activated on August 28, 2006 pursuant to Section 2 of the General Orders Number 1035, General Headquarters, Armed Forces of the Philippines dated August 23, 2006 under its first commander, MGen. Rodolfo S. Obaniana.

The command was then given the responsibility to secure South Eastern Mindanao, Central and Northern Mindanao with the mission to conduct joint operations against all national security threats in the area to establish an environment that is physically and psychologically secured and at the same time, create an atmosphere that is conducive to development.

Its headquarters was first established at the Old Airport of Davao City and was later transferred to Panacan in 2007.

Since the time EMC had been founded, it has become an active partner of civil authorities in maintaining peace and fostering development within its area of responsibility. It continues to play a major role in ensuring safety and security in the region and among its notable achievements in the past years.

Bringing Back Peace in Central Mindanao

When the Supreme Court declared on October 14, 2008 that the Memorandum of Agreement on Ancestral Domain (MOA-AD) was unconstitutional, violence in Central Mindanao escalated which prompted the Command to realign and redeploy forces for the sole purpose of normalizing the situation in the area and ensuring that communities were safe and secured.

Administrator for Martial Law in Maguindanao

When former President Gloria Macapagal Arroyo declared Martial Law in Maguindanao in response to the infamous massacre that occurred in the Ampatuan Town in the province on November 23, 2009, the Eastern Mindanao Command was tasked to restore normalcy in the area.
Former EMC Commander Lt. Gen. Raymundo Ferrer was then designated as Administrator for the Martial Law implementation and under his leadership;the Command was able to destroy the Private Armed Groups of the Ampatuan clan and bring back normalcy in the area after its three-month implementation.
 
Humanitarian Assistance and Disaster Response

The aftermath of the Super Typhoon Sendong in 2011 and Super Typhoon Pablo in 2012which affectedsome parts of the Command’s area of responsibility had left many people in an unfavorable situation in the typhoon-stricken areas.

After the disaster, the Command had mobilized different units from its Air, Naval and Land components to help alleviate the situation of the people in the area. EMC then led the Search, Rescue and Retrieval (SRR) operations in the course of the natural catastrophe.  The Command exercised control over all volunteers to ensure the proper initiation of the organized and systematic SRR operations.

In the course of the events, the Command organized Task Force Tambayayong to assist different LGUs and NGAs in the rehabilitation of the various affected communities.

Peaceful and Orderly Elections

The introduction of the automated elections in 2010 had further intensified the Command’s thrust to ensure orderly and peaceful elections within its area of responsibility.Different units under the Command competently performed their election related duties and ensured that the rights of the people to suffrage were properly exercised.
 
Panagdait Mindanao

Winning peace has been one of the most important mandates of the Armed Forces of the Philippines and to achieve this goal, the Command had undertaken a paradigm shift in its campaign plan.
The massive deployment of Peace and Development Teams or Bayanihan Teams in its area of operation greatly contributed to the betterment of the situation in communities which resulted to the declaration of Provinces as Peaceful and Ready for Further Development (PRFD) areas.

As the AFP’s primary unit in Eastern Mindanao, the Command continues to be a partner in nation-building and upholds a dynamic, capable and responsive organization that is committed and ready to fulfil its mandates.

As the incumbent Commander of EMC, LTGEN. Guerrero was responsible for completing and accomplishing the final stage of IPSP Bayanihan. To do this, he increased the Operational Tempo (OPTEMPO) of EMC’s Campaign Plan Panagdait Mindanao. This resulted in the major reduction of NPA manpower, firearms, affected barangays and Guerilla Fronts at the conclusion of IPSP Bayanihan in 2016. The province of Surigao del Sur, Agusan del Sur and Agusan del Norte including Davao City were also declared as Peaceful and Ready for Further Development (PRFD) areas in 2016.

He also implemented security measures which led to the successful conduct of election in 2016. The election in Eastern Mindanao was the most peaceful election recorded in the history of the area with zero election related violence during the election period.

Operationally, he has undertaken measures to enhance and promote jointness in the activities of regularand reserve forces alike to improve land, air and maritime security.

Currently, The EMC under his leadership is implementing the AFPs new Campaign Plan Development Support and Security Plan (DSSP) “Kapayapaan” through its Community Support Program.

The EMC’s current campaign plan Kalinaw Sidlakang Mindanao seeks to not only sustain peace in the barangays, but also aims to support law enforcement operations against lawless elements and illegal drugs.

He is also the designated Martial Law Implementor for Eastern Mindanao and has undertaken measures to ensure that the implementation of Martial Law in Eastern Mindanao follows the rule of law.

Organizationally, he continued the governance reforms started by his predecessor and was able to have the EMC attain “Compliant” and “Proficient” status in the AFP’s Transformation Roadmap Performance Governance Pathway with a “Gold Trailblazer” award for obtaining a rating of 93.35%.
