From the Sun Star-Pampanga (Aug 8): 3 rebels in Pampanga surrender

CITY OF SAN FERNANDO - Three alleged members of the Rebolusyonaryong Hukbong Bayan (RHB) yielded their firearms and surrendered to Governor Lilia "Nanay" Pineda on Monday through the initiative of Sta. Ana Mayor Norberto "Ka Ross" Gamboa, a former rebel commander.

The three rebels were comrades of the 44 rebel who surrendered last July 18.

Senior Superintendent Rodolfo Recomono Jr., Pampanga police provincial director, recognized Gamboa's efforts in helping the peace and order program of the police and the Provincial Government.

Colonel Filemon Santos of the 703rd Infantry Brigade said the surrender "is a step closer in achieving peace in Pampanga."

"I am very happy because of the cooperation of Philippine National Police, Armed Forces of the Philippines and the local government," Santos said.

He also noted that there are no armed encounters between the rebels and the Armed Forces of the Philippines since the start of Governor Pineda's administration.

Governor Pineda stressed that the surrenderees will be under the Comprehensive Local Integration Program where they will be given assistance as they go back to mainstream society.

  1. The Rebolusyonaryong Hukbong Bayan (RHB--People's Revolutionary Army) is the military wing of the Marxist Leninist Party of the Philippines (MLPP), a group that broke away from the Maoist Communist Party of the Philippines (CPP) in the late 1990s.

    The MLPP was reportedly established in 1998 by Central Luzon cadre of the Communist Party of the Philippines (CPP) after they were expelled from the Party over ideological differences. These expelled cadre came mainly from the CPP's Metro Manila Provisional Regional Party Committee, the Peasant Secretariat and the National Trade Union Bureau. The split between the MLPP and the CPP became so acrimonious that by 2000 the New People's Army (NPA), the military arm of the CPP, began to launch attacks against members of the MLPP/RHB.
