Some 1,702 violent conflicts occurred in Autonomous Region of Muslim Mindanao (ARMM) in 2014, the Bangsamoro Conflict Monitoring System (BCMS) reported.
The BCMS, which can be accessed through
www.bcms-philippines.info, is an online platform to access comprehensive data
about conflicts in ARMM. The project was established by the Philippine office
of United Kingdom-based International Alert in partnership with World Bank.
During the BCMS launching at the World Bank office in Taguig City
on Tuesday, International Alert Philippines country manager Francisco Lara said
there were 1,702 incidents of violent conflicts last year.
“(The year) 2014 is remarkable in terms of amount of
violence in comparison to past three years,” Lara said noting that the number
of violence last year was over half of the total violent conflicts occurred in
2011, 2012, and 2013.
Some 2,578 incidents of violent conflicts were recorded during
the period of 2011 to 2013 or an average of 800 violent conflicts each year.
Lara mentioned that the top cause of violence conflict in
the past four years is shadow economy or illicit or underground economies of Mindanao , in particular the production and trade in
illicit guns and drugs, kidnap for ransom, cattle rustling, and smuggling.
Shadow economy is accounted for 33 percent of the total
number of violent conflicts occurred in 2011 to 2014; political issues shared
23 percent of the total number; extra-judicial issues accounted for 20 percent;
identity-based at 13 percent; governance issues at 8.0 percent; and
resource-based at 3.0 percent.
However, it was noted that political issues or violence
emanating from political or electoral competition, abuse of power and authority
or political repression accounted for the highest number of conflict deaths in
the past four years costing more than 1,400 lives.
Of the total number of conflict deaths from 2011 to 2014, 63
percent were civilians, less than 20 percent were rebels, and less than 15
percent were security group including paramilitary.
Further, a total of 77,052 families were displaced because
of conflicts in ARMM.
“I urge policymakers, peace advocates, academics,
researchers and other groups to study the database and contribute to a deeper
understanding of violent conflict in the Bangsamoro,” said Lara.
“The government or other sectors in society may also expand
the coverage of the monitoring for the entire Mindanao .
Information generated by this system could yield useful insights that could
help bring peace and development to Mindanao ,”
he added.
