The decommissioning of Moro Islamic Liberation Front (MILF) forces and weapons will be implemented in four phases and will start with the ceremonial turnover of 75 high-powered firearms, a Palace official said Sunday.
The government and MILF negotiators signed the protocol on implementing the decommissioning of MILF arms and forces in a meeting in Kuala Lumpur on Jan. 29.
"Pagsapit ng aktuwal na pagpapatibay o ratipikasyon ng Bangsamoro Basic Law, 30 porsyento ng MILF combatants at armas ang pormal nang na-decommission," Presidential Communications Operations Office head Herminio Coloma Jr.
He said 35 percent will be decommissioned during the third phase.
"Matapos nito, 35 porsyento naman ang mai-de-decommission sa ikatlong yugto, at ang nalalabing bilang ay masasakop na sa ikaapat at huling yugto," Coloma said.
"Ayon po sa OPAPP (Office of the Presidential Adviser on the Peace Process), ang decommissioning ng mga armas ay isang gradual at phased process na kung saan apat na pulutong o batch ng mga MILF combatant at armas ay isasailalim sa isang proseso at pagtatala sa anim hanggang 12 na itatalagang assembly at processing areas ng Independent Decommissioning Body (IDB)," Coloma said.
The IDB will validate the MILF inventory of weapons.
"Ang layunin po rito ay ‘yung decommissioning ng lahat ng mga armas at ito naman ay susubaybayan ng isang Independent Decommissioning Body na ayon po doon sa kasunduan," Coloma said.
Diplomats and experts comprise the IDB, which is led by Ambassador Hayder Berk of Turkey, the Palace official said.
Coloma said the arms will be in guarded storage until they can be rendered useless.
One of the components of the Annex on Normalization — one of the four Annexes that provide essential details to the Framework Agreement on the Bangsamoro (FAB) — is the security aspect which includes policing, the decommissioning of MILF forces and weapons, redeployment of the Armed Forces of the Philippines from or within the conflict-affected areas, and the disbanding of private armed groups.
