The
Government of the Philippines (GPH) and the Moro Islamic Liberation Front
(MILF) are looking for areas of common ground to fast-track the completion of
the draft Bangsamoro Basic Law (BBL).
Presidential
Communication Operations Office (PCOO) Secretary Herminio Coloma Jr. made this
assurance on Thursday amid alleged near-collapse of the peace deal according to
MILF chief negotiator Mohagher Iqbal.
“Sa
ganitong proseso, ang higit na pinag-uukulan ng pansin ay kung paano magkaroon
ng common ground o ‘yung pinagkakasunduan at hindi ‘yung mga hindi
pinagkakasunduan,” Coloma said in a Palace press briefing.
Coloma
said the peace panels of the GPH and the MILF are continuously trying to agree
on a common BBL.
“...Hindi
natitinag ang determinasyon ng magkabilang panig na magkaroon ng kasunduan.
Kaya dapat lang po siguro na iwasan ‘yung mga maliligalig na espekulasyon
hinggil diyan dahil patuloy pa rin naman po sa pagsisikap na makabuo nitong
BBL,” he stressed.
The
PCOO chief further said the proposed law will be submitted to President Benigno
S. Aquino III before it is submitted to Congress for deliberations and
enactment.
“Hopefully,
may sapat na panahon para magkaroon ng plebisito at makapagtalaga ng mga bubuo
ng Bangsamoro Transitional Authority na maaaring ipakita ang kanilang husay sa
pamamahala sa loob ng mahigit na isang taon bago idaos ‘yung 2016 national
elections, at which time, umaasa tayo na maihahalal na rin ang mga unang
opisyal ng Bangsamoro Political Entity,” he added.
